About this file

This document is a Standard Form 30 (SF-30) Amendment to Solicitation with associated Questions and Answers for a Manor House Windows Restoration project at the U.S. Embassy in Lisbon, Portugal. The amendment (A0006) addresses vendor questions regarding window restoration techniques, including acceptable paint removal methods (small portable hand sanders allowed), wood species replacement (compatible wood acceptable with COR approval), and glazing requirements (match existing glass color).

Key technical clarifications include: hand sanders are permitted for paint removal, low-temperature heat guns are acceptable, complete paint film removal is not mandatory but wood must be adequately prepared for new paint adhesion, detailed window drawings are not required, and replacement glazing should prioritize matching existing glass color by single window and then by elevation. The solicitation seeks a contractor to rehabilitate wood windows in a 17th-century historical building, with quotes due by August 8, 2024, at 5:00 PM local time, and the government intends to award based on initial quotations at the lowest acceptable price.

Q&A - REF. AMENDMENT A0003

1. It is defined in the specifications that sandblasting, angle grinders, mechanical wire brush and open flame are not allowed for paint removal. Our intention is to use small portable hand sanders, with adequate sander sheet in order not to damage the wood. Is it allowed?

A small portable hand sander is allowed for use.

2. And a Heat gun at low temperature not to damage the wood?

While our preference is to use a steam chamber to loosen everything all at once, we won’t prohibit the use of a low temperature heat gun since offerors will be responsible for the final condition of the wood.

3. Our experience tells us that old solvent type of paint can be deeply penetrating the wood, making it impossible to remove all without damaging the wood. Meaning the preparation can leave minimum parts of the film, is that acceptable?

We acknowledge that it will be impossible to remove all parts of the film. Our requirement is to have as much removed as possible to get it down to a sound substrate. The wood needs to be adequately prepared so that the adhesion of the new paint is not impeded.

4. The shop drawings are to identify the windows by a reference in the floor plan, or it´s required to have detailed drawings for each window?

Detailed drawings of each window are not required.

5. Original wood species might be impossible to find in the market. Is it allowed to use good quality wood compatible with the existing ones for replacement material?

Original wood species is preferred, but if not possible, a compatible wood is acceptable following species identification and COR approval.

6. Glazing that does not required replacement and caulking can be redone without removing, needs to be removed?

Glazing that does not require replacement does not need to be removed.

7. New glazing proposed is simple clear glass from modern production?

New glazing should match color of existing glass as much as possible and should be prioritized first to match single windows and then to match by elevation.
