About this file
This document is a Standard Form 30 (SF-30) Amendment to a solicitation for the Manor House Windows Renovations project at the U.S. Embassy in Lisbon, Portugal. The amendment, numbered A00005, implements Executive Order 14173 titled "Ending Illegal Discrimination and Restoring Merit-Based Opportunity" and requires contractors to certify compliance with federal anti-discrimination laws.
The amendment mandates that contractors submit a certification confirming: 1) compliance with all applicable federal anti-discrimination laws, which is material to government payment decisions, and 2) that they do not operate any programs promoting Diversity, Equity, and Inclusion that violate federal anti-discrimination laws. Contractors must complete and return the certification form prior to contract award, with the understanding that false claims could be subject to the False Claims Act. The amendment revokes previous executive orders related to diversity, equity, and inclusion programs, and rescinds affirmative action requirements for government contractors.
