The National Oceanic and Atmospheric Administration seeks design-build services for the Manchester Pier Shimming Project in Port Orchard, Washington, with quotations due May 29, 2026 at 2:00 PM Pacific Time. Place of performance is Port Orchard, Washington. The Manchester Pier is an approximately 810-foot timber pile structure originally constructed circa 1930 with major repairs in 1989. Over 60 timber piles are non-bearing or partially bearing, with gaps ranging from hairline to approximately 3 inches between pile top and pile cap. The contractor shall design and execute shimming and stubbing of non-bearing piles to restore vertical load paths and re-establish positive bearing connections, enabling the structure to safely support a 12,000-pound Owner-Specified Vehicle load. Base scope includes field verification, design of shimming and stub details stamped by a licensed engineer of record, installation of shims and stubs (materials limited to HDPE, UHMWPE, or composite unless gaps exceed 3 inches), installation of drift pins or hardware, and as-built drawings with photographic documentation. An optional task involves replacing 350 linear feet of timber curb system. No in-water work or manned diving operations are authorized. Contract performance runs July 1, 2026 through June 30, 2027. Evaluation criteria are Technical Approach and Capability, Past Experience (minimum 2 qualifying projects with contract values above $300,000 within the last 10 years, including substantial timber pier repairs or pile jacketing), Qualifications of Project Manager, Superintendent, and Engineer of Record licensed in Washington, and Past Performance. Technical quotations are limited to 30 pages. A mandatory site visit and pre-proposal conference was held April 30, 2026 at Manchester Research Station. Davis-Bacon prevailing wage rates apply for Kitsap County, Washington, effective January 2, 2026.
