About this file
This is a Request for Quotation (RFQ) for design-build services related to the Manchester Pier Shimming Project in Port Orchard, Washington. The solicitation number is 1305M326Q0067, issued by the National Oceanic and Atmospheric Administration (NOAA) Fisheries. Quotations are due May 29, 2026 at 2:00 PM Pacific Time, submitted electronically to Contract Specialist Anna Ma (anna.ma@noaa.gov) and Contracting Officer Sarah Waugh (sarah.waugh@noaa.gov). The contract performance period runs from July 1, 2026 through June 30, 2027. A pre-proposal conference and site visit is scheduled for April 30, 2026 at 9:00 AM Pacific Time at Manchester Research Station, 7411 Beach Drive East, Port Orchard, WA 98366. The solicitation is not set-aside for small business concerns.
The Manchester Pier is an approximately 810-foot timber pile structure originally constructed circa 1930 with major repairs in 1989. Recent inspections identified over 60 timber piles that are "non-bearing" or "partially bearing," with gaps ranging from hairline to approximately 3 inches between the top of the pile and the timber pile cap. The contractor shall provide all labor, materials, equipment, engineering, and supervision necessary to design and execute shimming and stubbing of non-bearing piles to restore the vertical load path and re-establish positive bearing connections, enabling the structure to safely support the Owner-Specified Vehicle load of 12,000 pounds as defined in the 2025 Load Rating Report. The base scope includes field verification, design of shimming and stub details, installation of shims and stubs, and installation of drift pins or hardware to secure connections. An optional task involves replacing 350 linear feet of timber curb system at the Outshore Head. Quotations must address five evaluation factors: Technical Approach and Capability, Past Experience, Qualifications of key personnel (Project Manager, Superintendent, and Engineer of Record licensed in Washington), Past Performance, and Price. Technical quotations are limited to 30 pages and must address each evaluation criterion without cost information. All deliverables must be submitted electronically in PDF and native file formats, with specific requirements for design packages at 95% and 100% completion stages, accident prevention and pollution control plans, construction schedules, and as-built drawings with photographic documentation.

Statement of Work
National Oceanic and Atmospheric Administration (NOAA) NOAA Fisheries Office of Management and Budget Manchester Pier Shimming Project
1. PROJECT BACKGROUND & OBJECTIVE
Background
The Manchester Pier, owned by the Environmental Protection Agency (EPA) and located at 7411 Beach Drive East, Port Orchard, Washington (WA) 98366, is a timber pile structure measuring approximately 810 feet in length, originally constructed circa 1930 with major repairs in 1989. Recent inspections conducted in late 2024 and a subsequent Load Rating Analysis in January 2025 have identified structural deficiencies governed by the deterioration of bearing piles. Specifically, over 60 timber piles are currently "non-bearing" or "partially bearing," exhibiting gaps between the top of the pile and the timber pile cap. These gaps range from less than 1/16” to more than 3”.
Objective
The Federal Government requires the services of a Design-Build Contractor to restore the vertical load path of the pier by shimming all piles currently not in contact with the substructure. The objective is to re-establish positive bearing connections to ensure the structure can safely support the "Owner- Specified Vehicle" (OSV) load of 12,000 pounds (lbs) as defined in the 2025 Load Rating Report.
However, NOAA recognizes that this objective may not be possible as a result of this scope of work. The Contractor shall provide stamped as-built drawings which include a recommended new support load rating. This rating may be separated between the main pier body and the out-shore pier end area (which has more degradation).
2. BASE SCOPE OF WORK – TASK 1
The Contractor shall provide all labor, materials, equipment, engineering, and supervision necessary to design and execute the shimming and stubbing of non-bearing piles as identified in Appendix A (all rows marked “AMP” are in-scope; all rows marked “MC” are NOT in scope).
This is a Design-Build contract. The Contractor shall be responsible for field verifying all gap dimensions and producing one (1) set of "Issued for Construction" drawings outlining the work to be completed.
The Government has provided the 2024 Manchester Pier Inspection Report and 2025 Load Rating Analysis as reference documents. The Contractor acknowledges that these documents represent a snapshot in time.
The scope is strictly limited to:
– Field verification of all piles identified as non-bearing or partially bearing in the provided Government Inspection Reports.
– Design of shimming and stub details and hardware connections.
– Installation of shims and stubs to restore 100% bearing contact.
– Installation of drift pins, straps, or other hardware necessary to secure the connections.
NOAA has completed all National Environmental Policy Act (NEPA) and permitting tasks. No United States Army Corps of Engineers (USACE) permits are required.
2.1. Design
Structural Validation: Contractor shall perform site visit and analysis to confirm the 60+ non-bearing or partially bearing piles identified in Appendix A.
– Shimming & Stub Detail: Design a positive, mechanical connection utilizing approved shim and/or stub material. Shims and stubs must be designed to resist displacement from wave action and structural vibration.
Prior to the start of physical work, the Contractor shall submit:
– 95% Pre-Final Design: A set of drawings (plan, elevations, etc.) detailing:
> The shimming & stubbing method and hardware connection details.
> Locations and sizes of all shims and stubs.
> Material Sheets: Specifications for the proposed materials and connecting hardware.
> Work Plan: A narrative describing access methods (e.g., barge, skiff, or from deck) and methods for jacking/temporary support if required to insert shims.
> A suggested load rating as a result of the new work. This rating may rely on the data from the Pennoni reports.
– 100% Final Issued for Construction (IFC): Incorporating all government comments.
Upon completion of final work, the Contractor shall submit:
– As-Built Drawings: Final record of all shim thicknesses, stub lengths, location of excess heart rot, pictures of and hardware used at replacements. Drawings shall include an updated and final recommended load rating, signed by a Project Engineer (PE), engineer of record (EOR) licensed in Washington State.
2.2. Construction
Following design approval, the Contractor shall execute the following prioritized repairs:
– Positive Bearing Restoration: Install designed plastic shimming or timber stubs at non-bearing pile-to-cap locations identified in Appendix A (all rows marked as “AMP”).
– Surface Preparation: The top of the existing pile and the bottom of the pile cap shall be cleaned of marine growth, rot, and debris to ensure a flat, competent bearing surface. If significant rot, not previously identified, is found at the bearing seat, the Contractor shall notify the Contracting Officer’s Representative (COR) immediately.
– Installation: Shims shall be driven or placed to ensure a tight, positive fit.
– Fastening: Shims and stubs must be mechanically secured to prevent "walking" or vibrating out of the joint. The pile must be secured to the cap to resist lateral movement, utilizing existing drift pins where salvageable, or installing new straps/fasteners.
– For each installed shim and/or stub, the contractor shall take several pictures that show the installation and fastening. These pictures shall be labeled by pile and bent, and keyed to a plan drawing.
If pictures do not adequately show the installation conditions or fastening, contractor must retake pictures at the request of NOAA.
– Where heart rot is noted or present at the top of a pile, contractor shall cut up to 30” of plumb piles and 12” (or as directed by PE) of battered piles and replace with a structural stub. Contractor shall note on the as-built drawings if any piles present heart rot beyond the cut length. These piles will likely be replaced as part of a follow-on project.
3. (OPTIONAL) SCOPE OF WORK – TASK 2
At the Government’s discretion and subject to the availability of funds, the Contractor shall provide all labor, materials, and equipment to replace 350 linear feet of the timber curb system at the Outshore Head.
Specific Work Area
The Contractor shall replace the North and South curbs from Bent 78 to the Outshore End (Bent 83), including the return curbs at the pier head.
"Dry" Installation Requirements
– Access: All work shall be performed from the pier deck. No personnel shall enter the water.
– Materials: 10"x12" and 12"x12" Southern Yellow Pine, Pressure Treated to UC5B.
– Hardware: All 1” HDG thru-bolts shall be installed from the topside. The Contractor shall ensure no debris (old timber or hardware) falls into the waterway during removal.
– Tire Safety: All bolt heads shall be countersunk 1/2” below the timber surface to prevent damage to vehicle tires.
4. STANDARDS & TECHNICAL REFERENCES
All design and construction must comply with:
– AASHTO LRFD Bridge Design Specifications, 9th Edition.
– AASHTO Manual for Bridge Evaluation (MBE), 3rd Edition.
– ASCE MOP 130: Waterfront Facilities Inspection and Assessment.

– ADCI Consensus Standards for commercial diving and underwater operations.
Material and Installation Requirements
Per the recommendations of the 2025 Load Rating Analysis, the use of pressure-treated lumber for shims is discouraged due to degradation risks.
– Shim Material: Shims shall be fabricated from high-density polyethylene (HDPE), Ultra-High Molecular Weight Polyethylene (UHMWPE), or an approved composite equivalent that is resistant to rot, marine borers, and compression creep. Shims shall be ultraviolet (UV)-resistant and rated for a minimum compressive strength of 3,000 pounds per square inch (psi).
– If shim distance is greater than 3”, marine grade pressure treated timber shall be used. The Contractor shall use a single solid timber block sized to fit the gap rather than stacking multiple thin boards. Timber shall be Southern Yellow Pine (SYP) or Douglas Fir-Larch, pressure-treated to AWPA UC5B (Marine) standards. All cut surfaces must be treated with AWPA M4 standard high-concentration Copper Naphthenate (minimum 2% copper metal).
– Stub profiles shall be an equal cross section area of the piles to which they are affixed.
– At timber stub and shim locations, contractor shall attempt to "custom-fit" or bevel the timber to match the slope of the gap to attempt 100% surface-to-surface contact.
– Hardware: All drift pins, bolts, lag screws, and straps used to secure the shims and piles shall be hot-dipped galvanized per ASTM A153 or stainless steel to resist corrosion in the marine environment.
– To prevent bolt heads from pulling through or crushing the material, the Contractor shall use 3” or 4” malleable iron "dock washers" (oversized) on all lag bolt connections
– When installing lag screws or bolts, contractor shall pre-drill lead holes that are 1/16" to 1/8" smaller than the lag bolt diameter.
5. DELIVERABLES

NOAA Acquisition Manual 1330-52.208-70 SUBCONTRACTING WITH ABILITYONE NONPROFIT
ORGANIZATIONS (DECEMBER 2022)
NOAA recognizes and appreciates the value and talent that people with disabilities bring to our workplaces. The Committee for Purchase From People Who Are Blind or Severely Disabled (AbilityOne Program) is one of the United States’ largest sources of employment for people who are blind or have significant disabilities, employing more than 40,000 individuals, including approximately 2,500 veterans.
Approximately 450 nonprofit organizations employ these individuals who provide quality products and services to the Federal Government totaling nearly $4 billion each year. Contracting with AbilityOne nonprofit organizations provides veterans and individuals who are blind or have significant disabilities more opportunities to work, lead independent lives, serve in their communities, and contribute to the strength of our Nation’s economy.
This contract action is identified as including opportunities for subcontracting. The statutory obligation for Government agencies to satisfy their requirements for supplies or services available from the AbilityOne Program also applies when contractors purchase the supplies or services for Government use. For this contract action (contracting officer select one):
[ ] A subcontracting plan is required. The contractor shall include AbilityOne as a separate goal on the subcontracting plan. This line must be reported in the Electronic Subcontracting Reporting System (eSRS) under Large Business. AbilityOne will give Other Than Small Business credit on subcontracting plans.
[ X ] A subcontracting plan is not required. The contractor should consider subcontracting with AbilityOne nonprofit organizations to the maximum extent practicable and allowable consistent with other statutory and regulatory requirements applicable to the acquisition.
To engage with an AbilityOne Contractor (Non-Profit Agency) for subcontracting opportunities, the prime contractor should include the following information in an email to primecontractor@abilityone.org:
a) Solicitation number
b) Copy of the performance work statement or scope of work
c) Identification of work that will be set aside for AbilityOne
d) Estimated annual value of work for AbilityOne
e) Prime contractor point of contact email address, phone number, name, and title

NOAA Acquisition Manual 1330-52.222-70 NOAA SEXUAL ASSAULT AND SEXUAL HARASSMENT
PREVENTION AND RESPONSE POLICY (MAY 2018)
In accordance with NOAA Administrative Order (NAO) 202-1106, NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy, it is the policy of NOAA to maintain a work environment free from sexual assault and sexual harassment. NOAA prohibits sexual assault and sexual harassment by or of any employee, supervisor, manager, contractor, vendor, affiliate, or other individual with whom NOAA employees come into contact by the virtue of their work for NOAA.
(a) Definitions.
Contractor Employees - The term “contractor employees,” as used in this solicitation and contract language, refers to employees of the prime contractor or its subcontractors, affiliates, consultants, or team members.
Sexual Assault - The term sexual assault, as used in this solicitation and contract language, means any conduct proscribed by state or federal sexual abuse laws, including, but not limited to, those defined in chapter 109A of title 18 of the U.S. Code (sexual abuse), and assaults committed both by offenders who are strangers to the victim and by offenders who are known or related by blood or marriage to the victim.
Sexual Harassment - As defined by the Equal Employment Opportunity Commission, sexual harassment is a form of sex discrimination that violates Title VII of the Civil Rights Act of 1964. It includes unwelcome sexual advances, requests for sexual favors, and other verbal, non-verbal, or physical conduct of a sexual nature when any of the following are true:
● Submission to such conduct is made either explicitly or implicitly as a term or condition of an individual's employment;
● Submission to or rejection of such conduct by an individual is used as the basis for employment decisions affecting such individual;
● The conduct unreasonably interferes with an individual's work performance or creates an intimidating, hostile, or offensive working environment.
The main characteristics of sexual harassment are that the harasser's conduct is targeted against the recipient’s sex, gender identity, or sexual orientation, and is unwelcome to the recipient. It may include, but is not limited to: offensive jokes, slurs, epithets or name calling, undue attention, physical assaults or threats, unwelcome touching or contact, intimidation, ridicule or mockery, insults or put-downs, constant or unwelcome questions about an individual's identity, and offensive objects or pictures.
(b) Requirements.
1. It is the responsibility of the contractor to ensure that contractor employees maintain the highest degree of conduct and standards in performance of the contract. In support of this, NOAA urges its contractors to develop and enforce comprehensive company policy addressing sexual assault and sexual harassment.
2. The contractor shall include wording substantially the same as this solicitation and contract language in every subcontract so that it is binding upon each subcontractor.
3. If a contractor employee observes or is the object of sexual assault or sexual harassment, he or she is highly encouraged to report the matter, as soon as possible, to their immediate supervisor, the COR, subset of the COR (e.g. Task Manager or Assistant COR), or contracting officer (CO) if a COR is not assigned to the contract. The contract employee may also contact the NOAA Civil Rights Office to obtain guidance on reporting instances of sexual assault or sexual harassment. If deemed necessary, the contractor employee may also report such instances to local law enforcement. In the case where the incident occurs while performing at a remote location, such as at sea or in the field (at a field camp or other isolated location) where the above referenced individuals are unavailable, the contractor employee should follow the reporting procedure set forth in NAO 202-1106, Section 6.07, Reporting from Remote Locations.
4. Swift reporting allows NOAA and the contractor to take the appropriate measures to ensure that offensive behavior stops and the complainants’ needs are addressed.
5. The COR (if assigned), CO, and contractor, where applicable, will work together to ensure appropriate action is taken in accordance with applicable laws and regulations, contract terms and conditions, and the contractor’s written policy (where applicable).
6. The contractor shall provide all contractor employees assigned to perform under this contract with mandatory sexual assault and sexual harassment prevention and response training in…
