About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) Fisheries, Western Acquisition Division, is conducting market research for an anticipated Design-Build contract to restore structural integrity of the Manchester Pier in Port Orchard, Washington. This Sources Sought Notice (SSN) is for acquisition planning purposes only and does not constitute a formal solicitation; no proposals submitted in response will be accepted, and the government does not guarantee a future solicitation will be posted. The primary objective is to engage a contractor to shim over 60 timber piles exhibiting gaps ranging from hairline to 3 inches between pile tops and the pile cap, thereby re-establishing positive bearing connections to safely support an Owner-Specified Vehicle load of 12,000 pounds. The contractor must possess the capability to provide complete Design-Build services including structural engineering, design documentation signed and sealed by a Washington State Professional Engineer, construction execution, and comprehensive project documentation. Key deliverables include an Accident Prevention Plan (due 20 days post-award), a 95% Pre-Final Design package (due within 50 days), a 100% Final Issued for Construction package (due 15 days after government comments), and As-Built Drawings (due 15 days post-completion). The response deadline for this Sources Sought Notice is February 26, 2026, though responses submitted will serve as market research input only and will not be evaluated against formal criteria.
This opportunity carries no set-aside designation and is open to all qualified contractors. The contract period is 180 days from award, with the work encompassing shimming of 69 identified pile locations using high-density polyethylene (HDPE) or Ultra-High Molecular Weight Polyethylene (UHMWPE) materials secured with galvanized steel or stainless steel hardware. All work must comply with AASHTO LRFD Bridge Design Specifications (9th Edition), AASHTO Manual for Bridge Evaluation (3rd Edition), ASCE standards, and ADCI diving standards. The payment structure is tiered across deliverables: 3% for the Accident Prevention Plan, 10% for 95% design, 15% for 100% final design, 50% at 50% shim installation completion, 95% at 100% installation, and 100% upon final As-Built submission. All contractor personnel must be U.S. citizens or legal permanent residents, and site visits require five business days' advance notice with detailed personnel information. The Contracting Officer is Sarah Waugh (sarah.waugh@noaa.gov, 206-526-6544), and the primary project contact is Max Edwards, Capital Projects Program Manager (Max.Edwards@noaa.gov, 202-536-9658).

The National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), Seattle, Washington (WA), on behalf of NOAA Fisheries, is conducting market research for an anticipated solicitation for Manchester Pier Shimming project.
The Manchester Pier in Port Orchard, WA, is a timber pile structure measuring approximately 810 feet in length, originally constructed circa 1930 with major repairs in 1989. Recent inspections conducted in late 2024 and a subsequent Load Rating Analysis in January 2025 have identified structural deficiencies governed by the deterioration of bearing piles. Specifically, over sixty (60) timber piles are currently "non-bearing" or "partially bearing," exhibiting gaps between the top of the pile and the timber pile cap. These gaps range from hairline to approximately 3 inches.
The purpose of the requirement is to obtain services of a Design-Build Contractor to restore the vertical load path of the pier by shimming all piles currently not in contact with the substructure. The objective is to re-establish positive bearing connections to ensure the structure can safely support the "Owner-Specified Vehicle" (OSV) load of 12,000 pounds as defined in the 2025 Load Rating Report.
