Quotes are due May 29, 2026, at 2:00 PM Pacific Time, with a mandatory site visit scheduled for April 30, 2026. The period of performance is July 1, 2026, through June 30, 2027.

2 We request that the agency reconsider the experience requirements under Factor 2 – Past Experience, Qualifying Past Projects (Section a.1).
As written, the requirement for timber pile cap shimming or stubbing experience within the last seven years, with a contract value above $400,000, is likely to eliminate most capable marine contractors in the Pacific Northwest. Timber pier shimming projects of that scope are exceedingly rare in this region. Over the past ten years, projects involving this specific scope have been infrequent and typically well below $100,000 in value. The work type has largely disappeared from the Northwest market, not because contractors lack the capability, but because the demand has not existed.
Applying these thresholds as a pass/fail qualifier will likely restrict competition to a very small pool of contractors, potentially only those in other regions, while excluding experienced PNW marine contractors with directly relevant skills and proven performance on comparable pier and pile work, resulting in increased cost. 1. Expand the Qualifying Past Project definition to include substantial repair or structural restoration of timber pile and frame piers within the last 10 years, not limited strictly to shimming or stubbing, which would align more closely with the Relevant Past Projects criteria already included in Section a.2.

3 Clarification of Load Rating Analysis and PE Stamping Scope Reference:
Section 1, Objective
Section 2.1, Design (As-Built Drawings) Question:
The current Statement of Work states that the objective is to re-establish bearing connections to ensure the structure can support the "Owner-Specified Vehicle" (OSV) load of 12,000 lbs (Spec Section 1, Objective) and requires a final recommended load rating signed/stamped by a Washington State Licensed Professional
The requirement for an updated load rating by a stamped PE has been removed. See full amendment for updated
SOW.
# Question Answer Engineer (Section 2.1, Design (As-Built Drawings)). To ensure the most cost-effective and schedule-efficient approach, please clarify if the Government’s requirement for the engineering analysis and PE stamp is:
Option A: Required for the entire 810-foot pier structure to confirm a uniform 12,000 lb rating. Note that a full-pier analysis represents a significant engineering effort that will add substantial direct costs (estimated $100k+), schedule delays, and construction cost variability.
Option B: Limited to a specific area immediately adjacent to the pumps to ensure a crane can safely pick and service the equipment.
While this would still involve a significant design effort, it would result in significantly less construction cost variability than a full-pier requirement.
Option C: Open to an alternate proposal that ensures the pumps can be picked and serviced (e.g., a PE-approved specialized lifting/servicing plan) that potentially eliminates the12,000 lb global capacity requirement in favor of shoring up the existing conditions and maintaining existing capacity.
Option C would likely result in the greatest cost savings for the follow-on "MC" (Main Construction) project scope. Please clarify the Government's preferred approach for the final stamped load rating.
Suggested Resolution: Provide clarification on the required "footprint" of the 12,000 lb load rating analysis and confirm if localized servicing plans or area-specific ratings (Options B or C) are acceptable in lieu of a full-pier structural validation.
4 Can projects involving timber pile jacketing to restore structural integrity be considered as "Qualifying Past Projects"?
Performing pile jacket repairs require the same or greater complexity than shimming or stubbing and meet the same objective of restoring strength to the pier.
Pile jacketing projects have been added. See updated evaluation criteria.
5 Can the qualification requirement for the Project Manager (PM) to have an active construction project management certification (CCM, CPC, PMI-CP, PMP) be waived in place of 5 years of experience managing projects at active federal or maritime locations, projects with "no-debris" protocol, and/or projects requiring coordination with large tidal swings?
This requirement has been removed. See updated evaluation criteria. PM must have 7 years experience including 3 projects as defined in the criteria.
Resumes must clearly show this experience.

No additional as-built drawings are currently available. Contractor is required to confirm the existing conditions, and can choose whatever means and methods desired to do so.
8 Missing Gap Dimensions / Basis of Repair
Appendix A provides pile gaps for only a portion of the piles within the shimming repair scope. For several AMP locations, the condition is described as “non-bearing” or “partially bearing” without a vertical gap dimension.
Please clarify:
Whether NOAA can provide a complete list of measured gaps for all shimming locations.
If not, what gap dimension the Design-Build Contractor should assume for bidding purposes where a gap is omitted.
The intended basis of repair for locations where no measurable vertical gap is provided.
NOAA does not have additional information for the gap dimensions and is unable to prescribe an assumed gap. Contractor is required to confirm the existing conditions, and then propose a shim or stub solution as prescribed by the EOR.
9 Repair Approach for Partial Bearing or Misalignment Conditions Certain AMP locations appear to reflect lateral misalignment or reduced bearing area rather than a discrete vertical gap condition.
Please clarify: Whether these locations are intended to receive shim repairs.
Whether the Contractor is expected to provide a PE-designed alternate support detail.
Where a pile bears partially on one side but remains open on the other, whether the intended repair is:
a tapered/custom-fit shim, a stub or bearing block, or another PE-designed support detail restoring full bearing.
NOAA does not have additional information for the gap dimensions and is unable to prescribe an assumed gap. Contractor is required to confirm the existing conditions, and then propose a shim or stub solution as prescribed by the EOR.
10 Shim Measurement and Bearing Surface Preparation

Whether rotted or heart rot conditions below those limits are excluded from inspection and repair evaluation.
If heart rot extends beyond the allowable cut limits, whether the Contractor should:
provide a longer PE-designed structural stub, notify the COR and await direction, and/or treat the condition as changed work.
Additionally, if heart rot or deteriorated bearing material is discovered at AMP locations where Appendix A does not identify deterioration, please clarify whether such repairs are:
included in the base scope after COR notification, or considered a differing/changed condition.
EOR shall provide suggested length limit of stubs.
Inspection and work scope is limited to the immediate pile bearing interface only.
Any heart rot beyond 48" or requiring work below the water line shall not be included (no in-water work is permitted).
12 Structural Capacity and Load Transfer Assumptions
The Pier Inspection Report identifies several exterior timber piles as rotted, including locations with adjacent deteriorated piles beneath the same cap.
Please clarify: Whether these deteriorated piles are to be considered in the Contractor’s support/load rating calculations.
Whether the Contractor should assume 0% pile capacity where “rotted pile” is noted.

13 Clarify Function and Load Path of Temporary Restraint Hardware
Confirm whether steel straps, drift pins, or similar hardware are intended solely for movement restraint and not as primary vertical load-transfer elements unless specifically engineered for that

15 Environmental and Permitting Documentation
Please provide copies of:
NEPA documentation, permitting documents, and any additional environmental constraints applicable to the work.
NOAA will provide the following environmental documentation to the successful offeror:
- NEPA Cat Ex decision
- Letter from USACE stating no Section 10 and Section 404 permits required
- Section 7 ESA Concurrence letter from USFWS with associated environmental conditions
- Section 7 ESA Concurrence letter from NOAA NMFS West Coast Region with associated environmental conditions
- Section 106 DAHP Concurrence letter on no historic properties affected.
NOAA is not aware of any additional environmental permit requirements.
16 Temporary Contractor Mooring Please confirm whether temporary moorage can be provided for Contractor vessels at the project site during construction operations.
Temporary mooring will be allowed at the NOAA Fisheries dock west of the net pens, off the floating pump platform. This length of dock is approximately 140' long.
17 Contractor Staging Area
Will a contractor staging area be provided?
Yes. See attached graphic in amendment for approved storage and laydown. This 20' x 40' is approved, and NOAA is coordinating with EPA fur use of larger area immediately adjacent the
# Question Answer dock.
18 Will NOAA consider extending the question due date to allow for follow up questions from Contractors, Engineers, and Vendors? This is encouraged as responses to the first questions may reveal additional unknowns, as well as possible questions that arise from Vendors during material quote solicitation.
NOAA is not currently issuing any extensions to the procurement schedule.
19 This project does not appear to meet the definition of a project that requires a Structural Engineer’s license in the state of Washington.
Utilizing a licensed Structural Engineer will unnecessarily increase design costs. Can a licensed Civil Engineer with structural experience and the requisite project experience satisfy the Qualifications requirement in (a)(3) on Page 39 of the solicitation?
Requirements have been updated to allow a civil engineer.
20 Proprietary products. Please identify which items are required from a proprietary manufacturer or specific model on this project. If there are any, please provide the Justification and Approval documentation for this and identify three viable manufacturers for each of the identified proprietary items for the contractors to contact to receive competitive quotations.

21 Please confirm that there is no “Controlled Unclassified Information” (CUI) within the plans and specifications for this solicitation.

23 Please confirm that this project only involves shimming, and that there are no pile wrapping components required to be installed.

24 Paragraph 2.2 “Construction” directs the contractor to clean all “marine growth, rot, and debris…” We understand that all floating debris generated is to be collected and disposed of via the use of floating booms. Is the contractor required to collect all marine growth (which will tend to sink before it can be collected)?
Marine growth does not need to be captured and is allowed to remain in the water.
25 Paragraph 3 “Optional Scope of Work – Task 2” calls for materials to be used in the replacement of the curb system to be “Southern Yellow Pine…” Please confirm that pressure-treated Hem-Fir is acceptable for this scope of work.
SOW has been updated to allow any appropriate pressure treated timber.
26 Please identify, on a site drawing, the contractor’s laydown area for yard and office.

29 Solicitation Section 3, Part 1 Objective and Part 2.1 Design: As-built drawings typically are final, updated records documenting constructed projects, including precise measurements, locations of structural elements, and adjustments made during construction. As-built drawings do not typically document the condition of the existing structure; this is typically documented in an inspection report. To what detail are as-built drawings required to include?
Please confirm as-built drawings are intended to document only the components that are part of this construction
As-builts may use the drawings provided by Pennonni as the base layer, with details of shims and stubs overlaid or keyed to these drawings, with pictures and details of all connections, etc.
30 Solicitation Section 3.1 Objective and Part 2.1 Design: Work does not include the repair or replacement of piles beyond those noted with non-bearing or partially bearing. The provided Pier Inspection Report and Pier Load Rating Analysis note the deterioration and heart loss (section loss) of piles. As piles continue to deteriorate over time, it is anticipated that existing piles may be in worse condition than those conditions previously noted in the inspection. The overall load rating for the pier is governed by the element with the minimum remaining live load capacity, based upon the levels of deterioration observed during the inspection. Please confirm the load rating can assume generalizations of conditions and assigns a single load rating to large areas of the pier based on worse case conditions.

Statement of Work
National Oceanic and Atmospheric Administration (NOAA) NOAA Fisheries Office of Management and Budget Manchester Pier Shimming Project Amendment 0001
1. PROJECT BACKGROUND & OBJECTIVE
Background
The Manchester Pier, owned by the Environmental Protection Agency (EPA) and located at 7411 Beach Drive East, Port Orchard, Washington (WA) 98366, is a timber pile structure measuring approximately 810 feet in length, originally constructed circa 1930 with major repairs in 1989. Recent inspections conducted in late 2024 and a subsequent Load Rating Analysis in January 2025 have identified structural deficiencies governed by the deterioration of bearing piles. Specifically, over 60 timber piles are currently "non-bearing" or "partially bearing," exhibiting gaps between the top of the pile and the timber pile cap. These gaps range from less than 1/16” to more than 3”.
Objective
The Federal Government requires the services of a Design-Build Contractor to restore the vertical load path of the pier by shimming all piles currently not in contact with the substructure. The objective is to re-establish positive bearing connections to ensure the structure can safely support the "Owner- Specified Vehicle" (OSV) load of 12,000 pounds (lbs) as defined in the 2025 Load Rating Report.
However, NOAA recognizes that this objective may not be possible as a result of this scope of work. The Contractor shall provide stamped as-built drawings which include a recommended new support load rating. This rating may be separated between the main pier body and the out-shore pier end area (which has more degradation).
2. BASE SCOPE OF WORK – TASK 1
The Contractor shall provide all labor, materials, equipment, engineering, and supervision necessary to design and execute the shimming and stubbing of non-bearing piles as identified in Appendix A (all rows marked “AMP” are in-scope; all rows marked “MC” are NOT in scope).
This is a Design-Build contract. The Contractor shall be responsible for field verifying all gap dimensions and producing one (1) set of "Issued for Construction" drawings outlining the work to be completed, stamped by the engineer of record (EOR).
The Government has provided the 2024 Manchester Pier Inspection Report and 2025 Load Rating Analysis as reference documents. The Contractor acknowledges that these documents represent a snapshot in time.
The scope is strictly limited to:
– Field verification of all piles identified as non-bearing or partially bearing in the provided Government Inspection Reports.
– Design of shimming and stub details and hardware connections.
– Installation of shims and stubs to restore 100% bearing contact.
– Installation of drift pins, straps, or other hardware necessary to secure the connections.
NOAA has completed all National Environmental Policy Act (NEPA) and permitting tasks. No United States Army Corps of Engineers (USACE) permits are required.
2.1. Design
Structural Validation: Contractor shall perform site visit and analysis to confirm the 60+ non-bearing or partially bearing piles identified in Appendix A.
– Shimming & Stub Detail: Design a positive, mechanical connection utilizing approved shim and/or stub material. Shims and stubs must be designed to resist displacement from wave action and structural vibration.
Prior to the start of physical work, the Contractor shall submit:
– 95% Pre-Final Design: A set of drawings (plan, elevations, etc.) stamped by the EOR detailing:
> The shimming & stubbing method and hardware connection details.
> Locations and sizes of all shims and stubs.
> Material Sheets: Specifications for the proposed materials and connecting hardware.
> Work Plan: A narrative describing access methods (e.g., barge, skiff, or from deck) and methods for jacking/temporary support if required to insert shims.
> A suggested load rating as a result of the new work. This rating may rely on the data from the Pennoni reports.
> No suggested new load rating is required.
– 100% Final Issued for Construction (IFC): Incorporating all government comments and stamped by the EOR. No suggested new load rating is required.
Upon completion of final work, the Contractor shall submit:
– As-Built Drawings: Final record of all shim thicknesses, stub lengths, location of excess heart rot, pictures of and hardware used at replacements. Drawings shall include an updated and final recommended load rating, signed by a Project Engineer (PE), engineer of record (EOR) licensed in Washington State. These drawings may use the drawings from the Pennonni report as the base layer, with new shim and stub details overlaid and keyed to these drawings.
2.2. Construction
Following design approval, the Contractor shall execute the following prioritized repairs:
– Positive Bearing Restoration: Install designed plastic shimming or timber stubs, as prescribed by the
EOR at non-bearing pile-to-cap locations identified in Appendix A (all rows marked as “AMP”).
– Surface Preparation: The top of the existing pile and the bottom of the pile cap shall be cleaned of marine growth, rot, and debris to ensure a flat, competent bearing surface. If significant rot, not previously identified, is found at the bearing seat, the Contractor shall notify the Contracting Officer’s Representative (COR) immediately.
– Installation: Shims shall be driven or placed to ensure a tight, positive fit.
– Fastening: Shims and stubs must be mechanically secured to prevent "walking" or vibrating out of the joint. The pile must be secured to the cap to resist lateral movement, utilizing existing drift pins where salvageable, or installing new straps/fasteners.
– For each installed shim and/or stub, the contractor shall take several pictures that show the installation and fastening. These pictures shall be labeled by pile and bent, and keyed to a plan drawing.
If pictures do not adequately show the installation conditions or fastening, contractor must retake pictures at the request of NOAA.
– Where heart rot is noted or present at the top of a pile, contractor shall cut up to 30” of plumb piles and 12” (or as directed by PE the EOR) of battered piles and replace with a structural stub. Contractor shall note on the as-built drawings if any piles present heart rot beyond the cut length. These piles will likely be replaced as part of a follow-on project.
3. (OPTIONAL) SCOPE OF WORK – TASK 2
At the Government’s discretion and subject to the availability of funds, the Contractor shall provide all labor, materials, and equipment to replace 350 linear feet of the timber curb system at the Outshore Head.
Specific Work Area
The Contractor shall replace the North and South curbs from Bent 78 to the Outshore End (Bent 83), including the return curbs at the pier head.
"Dry" Installation Requirements
– Access: All work shall be performed from the pier deck. No personnel shall enter the water.
– Materials: 10"x12" and 12"x12" Southern Yellow Pine, Pressure Treated timber to UC5B.
– Hardware: All 1” HDG thru-bolts shall be installed from the topside. The Contractor shall ensure no debris (old timber or hardware) falls into the waterway during removal.
– Tire Safety: All bolt heads shall be countersunk 1/2” below the timber surface to prevent damage to vehicle tires.
4. STANDARDS & TECHNICAL REFERENCES
All design and construction must comply with:
– AASHTO LRFD Bridge Design Specifications, 9th Edition.
– AASHTO Manual for Bridge Evaluation (MBE), 3rd Edition.
– ASCE MOP 130: Waterfront Facilities Inspection and Assessment.
– ASCE 7-22: Minimum Design Loads for Buildings and Other Structures.
– ADCI Consensus Standards for commercial diving and underwater operations.
Material and Installation Requirements
Per the recommendations of the 2025 Load Rating Analysis, the use of pressure-treated lumber for shims is discouraged due to degradation risks.
– Shim Material: Shims shall be fabricated from high-density polyethylene (HDPE), Ultra-High Molecular Weight Polyethylene (UHMWPE), or an approved composite equivalent that is resistant to rot, marine borers, and compression creep. Shims shall be ultraviolet (UV)-resistant and rated for a minimum compressive strength of 3,000 pounds per square inch (psi).
– If shim distance is greater than 3”, marine grade pressure treated timber shall be used. The Contractor shall use a single solid timber block sized to fit the gap rather than stacking multiple thin boards. Timber shall be Southern Yellow Pine (SYP) or Douglas Fir-Larch, pressure-treated timber to AWPA UC5B (Marine) standards. All cut surfaces must be treated with AWPA M4 standard high-concentration Copper Naphthenate (minimum 2% copper metal).
– Stub profiles shall be an equal cross section area of the piles to which they are affixed.
– At timber stub and shim locations, contractor shall attempt to "custom-fit" or bevel the timber to match the slope of the gap to attempt 100% surface-to-surface contact.
– Hardware: All drift pins, bolts, lag screws, and straps used to secure the shims and piles shall be hot-dipped galvanized per ASTM A153 or stainless steel to resist corrosion in the marine environment.
– To prevent bolt heads from pulling through or crushing the material, the Contractor shall use 3” or 4” malleable iron "dock washers" (oversized) on all lag bolt connections
– When installing lag screws or bolts, contractor shall pre-drill lead holes that are 1/16" to 1/8" smaller than the lag bolt diameter.
5. DELIVERABLES
All deliverables shall be electronic (no hard copies required). Deliverables must be less than 24 MB in size, or Contractor must maintain a NOAA Google account to use Google Drive for transferring files.
Contractor shall transmit finished files (PDF format, etc.) as well as native files (DWG format, etc.).
5.1. Accident Prevention Plan
The plan shall include an analysis of significant hazards with a detailed plan for controlling them and details for Tidal Work Safety to manage risks associated with 12-foot tidal swings and current-driven pile instability.
5.2. Construction Schedule
The schedule shall include a progress chart of suitable scale showing start and completion dates for salient features. The schedule should identify the Critical Path and include a tidal work plan with specific windows of tide access.
5.3. Pollution Control Plan
The plan shall provide details for planned "no debris in water" protocols and detail how material will be removed (like old timber shims or curbs) and disposed of appropriately.

7. CONSTRAINTS AND CONDITIONS
Tidal Operations
The Manchester Pier is subject to tidal swings of up to 12 feet. The Contractor must plan work hours around tidal charts to access the pile caps safely. All structural repairs, including shimming and hardware replacement, shall be performed from the pier deck or from a boat/skiff during low-tide cycles. No manned diving operations or in-water work are authorized for this scope of work
Environmental Protection
The project is located in Clam Bay/Puget Sound and is adjacent to a Superfund site with the presence of contaminated soil and sediments.
Conservation measures and best management practices must include the following:
– Prepare a pollution and erosion control plan that addresses equipment and materials storage sites, fueling operations, staging areas, cement, mortars and bonding agents, hazardous materials, spill containment and notification, and construction debris management.
– No debris, sawdust, old hardware, or construction materials shall be allowed to enter the water.
– No sediment disturbance is allowed.
– Utilize floating booms or silt curtains, containment tarps or other suitable methods to prevent sawdust or other materials from entering the water if cutting or drilling is performed.
– Vehicle staging, cleaning, maintenance, refueling, and fuel storage must be 150 feet or more from any stream, water body or wetland.
– All vehicles operated within 150 feet of any water body must be inspected daily for leaks and, if necessary, repaired before leaving the staging area; and
– Stationary power equipment operated within 150 feet of any water body must be diapered to prevent leaks.
– Comply with all applicable federal and state environmental requirements.
Pier Usage
The pier is an active facility used by NOAA, NOAA Fisheries, and EPA. The Contractor shall coordinate the schedule with on-site NOAA managers to ensure that work does not interfere with critical vessel operations or fish transport activities.

9. COMMUNICATION AND CONTRACT REQUIREMENTS
9.1. Communication
The NOAA COR shall be the primary point of contact between the contractor and NOAA. All communication between the contractor and NOAA shall include the COR. Emergency communications may go directly to the NOAA and EPA site managers, with a copy to the NOAA COR.
The Contractor shall lead coordination calls bi-weekly during submittal reviews and design, and weekly during active construction. Contractor shall provide an agenda 24-hours before each call, and notes within 48-hours after. Calls should review previous period work, provide an update with a 2-week look-ahead schedule, open Request for Information (RFI) or action items, safety incidents, etc.
During active construction, Contractor shall provide the NOAA site manager with a short daily briefing of planned daily activities.

9.3. Invoicing and Payments
The Contractor shall submit monthly invoices. Prior to uploading to IPP for payment, the Contractor shall provide a draft copy for review by the COR/PM. All invoices shall include the period of performance, an invoice number, a breakdown of costs by consultant and task, as well as previously invoiced amounts and remaining amounts per task.
No travel or reimbursable expenses are permitted for this project.
9.4. Schedule of Values
The contractor may not invoice beyond the percentages indicated below before reaching the identified deliverable.

9.5. Security and Access
All personnel used to perform work under this Contract shall be legal citizens of the USA, or legal immigrants to the USA with permanent residency. The areas of work expected under this contract will not allow the entry of aliens. The Contractor shall adhere to the latest applicable access requirements prior to and during all meetings, site visits, and field investigations.
Prior to each site field investigation performed under this contract, prepare and submit a “Site Visit Request” for approval 5 days before the required visit date. At a minimum, the Site Visit Request must include the following:
– Date of the A-E Site Visit Request;
– Date(s) and time(s) of the visit;
– Purpose of site visit and brief description of what the contractor will be doing;
– List of equipment and vehicles that will be used;
– Name and phone number of the attending personnel and their role and company;
– Affirmation that all attending employees and consultants are US citizens and no foreign nationals are included in the visit;
– Other pertinent information and/or requests that the Government needs to be aware of.
For regular construction, the Contractor may submit one site visit request for the duration of the construction.
All visitors and contract personnel must present identification for entry. Visitors presenting state-issued identification must provide a REAL ID-compliant form of identification.
Alternatively, visitors may present a different form of government-issued photo identification, such as:

The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:
General Instructions. Quotations are expected to conform to solicitation provisions and be prepared in accordance with this section. To aid in evaluation, the quotation shall be clearly and concisely written, neatly presented, indexed (cross-indexed as appropriate), and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the quoter, the date of the quote, and the solicitation number.
This Request for Quote (RFQ) is not set-aside for small business concerns.
(a) Per CAR 1352.270-71, a site visit is scheduled on April 30, 2026 at 9:00 AM Pacific Time. Interested parties must email Anna Ma, Contract Specialist, at anna.ma@noaa.gov by April 28, 2026 at 3:00 PM Pacific Time to be placed on an attendance list to access Manchester Research Station at 7411 Beach Drive East, Port Orchard, WA 98366. No access will be allowed before or after this scheduled site visit.

It is the quoter’s responsibility to confirm receipt of any transmitted information. The Government is not responsible for quotations received late through this process.
VOLUME I – Technical Quote
(a) General. Technical Quote, consists of the quoter’s capabilities and how it intends to perform contract requirements. The Technical Quote will be evaluated in accordance with the criteria contained in RFO FAR 52.212-2, Evaluation – Commercial Products and Commercial Services (NOV 2021) (Deviation JAN 2026).
(1) In order for the Technical Quote to be evaluated strictly on merit of the material submitted, no contractual price information is to be included in Volume I. However, the type and quantity of labor and materials is to be included in the Technical Quote, without any associated cost information.
(2) The Technical Quote must be typed, double-spaced, with one-inch margins, using Times New Roman font, 12-point font (or equivalent) and printed, unreduced in size, on 8 ½” by 11” paper, not exceeding 30-PDF pages, single-sided, exclusive of resumes and past performance rating. Tables, figures, and graphics may be presented in 10-point font and single-spaced. Failure of the quoter to comply with the page limitations, resulting in the excess pages will not be evaluated, and shall not constitute grounds for a protest. Any pages in excess of 30 will be disregarded, and will not be included in the technical quote evaluation.
(b) Format and Content. Volume I, Technical Quote, at a minimum the quoter shall provide the following information, if applicable:

(i) The quoter shall clearly address each of the technical evaluation criteria.
(5) Quotation Form:

(ii) Acceptance Period – The acceptance period entered on the Quotation Form by the quoter shall not be less than that prescribed in the solicitation, which shall apply if no other period is offered.
(iii) Signature Authority – The person signing the Quotation Form must have the authority to commit the quoter to all of the provisions of the quotation, fully recognizing that the Government has the right, by terms of the Solicitation, to make an award without discussion if it so elects.
(6) Acknowledgement of Registration in the System for Award Management Database
(7) Certification that Representations and Certifications have been executed by an individual authorized to legally bind the quoter;
(8) Acknowledgement of Solicitation Amendments, if applicable.

(c) Specific areas to be addressed:
Factor 1 – Technical Approach and Capability
(a) The quoter shall submit information which clearly demonstrates the quality of the work to be performed and the ability of the quoter to accomplish what is proposed in the Statement of Work (SOW). In particular, the quoter shall provide demonstrated ability to provide design-build services that meet the requirements outlined in the SOW.
Factor 2 – Past Experience
a) Quoter must have a minimum of 1 2 “Qualifying Past Project,” and may submit up to 5 including “Relevant Past Projects”. Additional consideration will be given for projects involving “no-debris” protocol and/or work from a barge or skiff during large tidal swings.
(1) Qualifying Past Projects must have a minimum contract value above $400,000 $300,000, have substantial completion within the last 7 10 years, and involve the wrapping, jacketing, shimming or stubbing, installation or repair of timber piles to restore structural continuity of a timber pile and frame pier or wharf.
(2) Relevant Past Projects include any substantial repair or alteration of a timber pile and frame pier or wharf with a minimum contract value above $250,000 $300,000, with substantial completion within the last 10 years.
Factor 3 – Qualifications
(a) Quoter shall provide resumes with qualification and experience for the following individuals. An individual may occupy multiple positions assuming they have the minimum qualifications for each position. Resumes shall include all education and work history, with dates for each employer, certifications and licenses (with license numbers).
(1) Project Manager: The Project Manager (PM) shall have a minimum of 7 years managing maritime or federal construction projects. The PM shall have a minimum of 3 projects with contract values over $400,000 $300,000 and have been completed at an active federal or maritime location. The PM shall have an active construction or project management certification (CCM, CPC, PMI-CP, PMP). Additional consideration will be given for any experience managing a Qualifying or Relevant Past Projects, maritime projects with “no-debris” protocol, active project management certifications, and/or projects requiring coordination with large tidal swings.
(2) Superintendent: The Project Superintendent shall have a minimum of 7 years managing maritime construction projects. The Super shall have a minimum of 1 2 Qualifying Past Project, and may provide up to 5 Qualifying and Relevant Past Projects. The Superintendent shall have an active construction project management certification (CCM, CPC, PMI-CP, PMP). Additional consideration will be given for any experience managing projects at active federal or maritime locations, projects with “no-debris” protocol, active project management certifications, and/or projects requiring coordination with large tidal swings.
(3) Engineer of Record: The Engineer of Record (EOR) shall be a licensed structural or civil engineer in the State of Washington, with a minimum of 7 years of design experience, and 4 years of experience as a licensed engineer. The EOR shall provide a minimum of 2, and up to 5 past projects involving the determination of a load rating for vehicle traffic of a raised structure, and for which they provided stamped drawings. Additional consideration will be given for any Qualifying or Relevant Past Project experience.
Factor 4 – Past Performance
(a) The quoter’s past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, cost management, communications between contracting parties, proactive management and customer satisfaction.
(b) Quoter shall provide contact information for the owners or owners’ representative for all Qualifying and Relevant Past Projects, as well as any CPARS or owner provided reviews. The Government may review other past performance information not provided by the Contractor including but not limited to other CPARS reports not provided by the Contractor.
(c) Quoters that are newly formed entities or otherwise lack relevant prior contracts will be given a neutral rating for past performance. The requested past performance shall not be older than three (3) years from the issue date of the solicitation. The Government reserves the right to contact other sources to obtain information on the quoter’s past performance.
(d) References can include both Government and commercial contracts and subcontracts.
VOLUME II – Price Quote
Factor 5 – Price
(a) Price Quote must adhere to the pricing structure established in the Solicitation. The quote must include a price for all Contract Line Item Number(s) (CLINs).
(b) The quoter’s Price Quote must be based on the quoter's own Technical Quote, the Government's specifications, and other contractual requirements. If the prices to be used are based on a published price list or catalog, the quoter shall so state.
In order to determine if the price quotes are fair and reasonable, the Government reserves the right to request that the quoter provide cost breakdowns to support the prices quoted. Information to support unit prices should include, but not be limited to, the following:
(1) All labor hours, labor rates, and costs associated with the subscription with associated payroll expenses, for personnel to be used in performance of the contact;
(2) Overhead costs;
(3) General administrative expenses; and
(4) Profit
