About this file
This is a Scope of Work for a Design-Build contract for the Manchester Pier AMP Shimming Project, issued by NOAA Fisheries and dated January 2, 2026. The pier, located at 7411 Beach Drive East in Port Orchard, Washington and owned by the EPA, is an approximately 810-foot timber pile structure originally constructed around 1930 with major repairs in 1989. Recent inspections and load rating analyses identified over sixty timber piles that are "non-bearing" or "partially bearing," exhibiting gaps ranging from hairline to approximately 3 inches between the pile tops and the timber pile cap. The project objective is to restore the vertical load path and re-establish positive bearing connections to safely support an Owner-Specified Vehicle load of 12,000 lbs.
The contractor must provide all labor, materials, equipment, engineering, and supervision to design and execute shimming of all non-bearing piles identified in Appendix A (69 total shim locations). Design requirements include structural validation, site visits, shimming detail design using high-density polyethylene (HDPE), Ultra-High Molecular Weight Polyethylene (UHMWPE), or approved composite materials, submission of 95% pre-final design drawings signed and sealed by a Washington State PE within 50 days post-award, and 100% final Issued for Construction (IFC) drawings within 15 days of receiving government comments. Construction must follow AASHTO LRFD Bridge Design Specifications (9th Edition), AASHTO Manual for Bridge Evaluation (3rd Edition), ASCE standards, and ADCI diving standards. The contract period is 180 days from award. All hardware must be hot-dipped galvanized steel or stainless steel. Deliverables include an Accident Prevention Plan (due 20 days post-award), design packages, regular bi-weekly meeting reports during design and weekly during construction with photographs of each installed shim labeled by pile and bent, and as-built drawings due 15 days post-completion. The payment schedule is tiered at 3% for the APP, 10% for 95% design, 15% for 100% IFC, 50% at 50% shim installation, 95% at 100% installation, and 100% upon final as-built submission. Work is constrained by tidal swings of up to 12 feet, environmental protection requirements for Clam Bay/Puget Sound (no debris or materials allowed in water), and coordination with the active facility used by NOAA, NMFS, and EPA. The Contracting Officer is Sarah Waugh, and the primary Contracting Officer's Representative is Max Edwards (Capital Projects Program Manager, National Marine Fisheries Service). No travel or reimbursable expenses are permitted, and all personnel must be U.S. citizens or legal permanent residents with site visit requests submitted 5 days in advance.

1. PROJECT BACKGROUND & OBJECTIVE
Background
The Manchester Pier, owned by the EPA and located at 7411 Beach Dr E, Port Orchard, WA 98366, is a timber pile structure measuring approximately 810 feet in length, originally constructed circa 1930 with major repairs in 1989. Recent inspections conducted in late 2024 and a subsequent Load Rating Analysis in January 2025 have identified structural deficiencies governed by the deterioration of bearing piles.
Specifically, over sixty (60) timber piles are currently "non-bearing" or "partially bearing," exhibiting gaps between the top of the pile and the timber pile cap. These gaps range from hairline to approximately 3 inches.
Objective
The Federal Government requires the services of a Design-Build Contractor to restore the vertical load path of the pier by shimming all piles currently not in contact with the substructure. The objective is to re-establish positive bearing connections to ensure the structure can safely support the "Owner-Specified Vehicle" (OSV) load of 12,000 lbs as defined in the 2025 Load Rating Report.
2. SCOPE OF WORK
The Contractor shall provide all labor, materials, equipment, engineering, and supervision necessary to design and execute the shimming of non-bearing piles as identified in appendix A
This is a Design-Build contract. The Contractor shall be responsible for field verifying all gap dimensions and producing one (1) set of "Issued for Construction" drawings outlining the work to be completed.
The Government has provided the 2024 Manchester Pier Inspection Report and 2025 Load Rating Analysis as reference documents. The Contractor acknowledges that these documents represent a snapshot in time.
The scope is strictly limited to:
● Field verification of all piles identified as non-bearing or partially bearing in the provided Government Inspection Reports.
● Design of shimming details and hardware connections.
● Installation of shims to restore 100% bearing contact.
● Installation of drift pins, straps, or other hardware necessary to secure the connection.
2.1.Design
● Structural Validation: Contractor shall perform site visit and analysis to confirm the load path for the 60+ non-bearing or partially bearing piles identified in Appendix B of the 2024 Inspection Report.
● Shimming Detail: Design a positive, mechanical connection utilizing high-density plastic shims (e.g., UHMW polyethylene). Shims must be designed to resist displacement from wave action and structural vibration.
Prior to the start of physical work, the Contractor shall submit:
● 95% Pre-Final Design: Full construction drawings, signed/sealed by a PE (WA
State). A single set of drawings detailing:
○ The shimming method and hardware connection details.
○ Locations and sizes of all shims.
○ Material Sheets: Specifications for the proposed shim material and connecting hardware.
○ Work Plan: A narrative describing access methods (e.g., barge, skiff, or from deck) and methods for jacking/temporary support if required to insert shims.
● 100% Final Issued for Construction (IFC): Incorporating all government comments.
Upon completion of final work, the Contractor shall submit:
● As-Built Drawings: Final record of all shim thicknesses, hardware replacements.
2.2.Construction
Following design approval, the Contractor shall execute the following prioritized repairs:
● Positive Bearing Restoration: Install designed plastic shimming at over 60 non-bearing pile-to-cap locations identified in appendix A.
● Surface Preparation: The top of the existing pile and the bottom of the pile cap shall be cleaned of marine growth, rot, and debris to ensure a flat, competent bearing surface. If significant rot is found at the bearing seat, the Contractor shall notify the Contracting Officer’s Representative (COR) immediately.
● Installation: Shims shall be driven or placed to ensure a tight, positive fit.
● Fastening: Shims must be mechanically secured to prevent "walking" or vibrating out of the joint. The pile must be secured to the cap to resist lateral movement, utilizing existing drift pins where salvageable, or installing new straps/fasteners.
● For each installed shim, the contractor shall take several pictures that show the installation and fastening. These pictures shall be labeled by pile and bent, and keyed to a plan drawing. If pictures do not adequately show the installation conditions or fastening, contractor must retake pictures at the request of NOAA.
3. STANDARDS & TECHNICAL REFERENCES
All design and construction must comply with:
● AASHTO LRFD Bridge Design Specifications, 9th Edition.
● AASHTO Manual for Bridge Evaluation (MBE), 3rd Edition.
● ASCE MOP 130: Waterfront Facilities Inspection and Assessment.
● ASCE 7-22: Minimum Design Loads for Buildings and Other Structures.
● ADCI Consensus Standards for commercial diving and underwater operations.
Material Requirements
Per the recommendations of the 2025 Load Rating Analysis, the use of pressure-treated lumber for shims is discouraged due to degradation risks.
● Shim Material: Shims shall be fabricated from high-density polyethylene (HDPE), Ultra-High Molecular Weight Polyethylene (UHMWPE), or an approved composite equivalent that is resistant to rot, marine borers, and compression creep.
● Hardware: All drift pins, bolts, lag screws, and straps used to secure the shims and piles shall be hot-dipped galvanized steel or stainless steel to resist corrosion in the marine environment.
4. DELIVERABLES, SCHEDULE AND PERIOD OF PERFORMANCE
