About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal is seeking vendors for the Integrated Personnel and Pay System - Army (IPPS-A) Managing Army's Human Capital - Innovation, Integration, and Implementation (MAHC III) contract. This Request for Information (RFI) aims to identify potential partners for continuous development, integration, and delivery of IPPS-A capabilities, with an acquisition strategy considering full and open competition, competitive delivery orders, or an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The government is specifically interested in innovative approaches to meet IPPS-A requirements, including recommendations for key skill sets, labor categories, risk reduction measures, and modular contracting strategies. Vendors are required to submit responses limited to 10 pages, with a deadline of close of business on December 16, 2024. The evaluation will likely focus on vendors' ability to support system baseline maintenance, design and deploy HR enhancements, and integrate new capabilities using Agile SAFe methodology.

The contract opportunity is not set aside for any specific business category and is open to all qualified vendors in the computer-related services sector. The anticipated contract award is scheduled for Q4 FY25, with an initial one-year base period and potential for six additional one-year option periods. While specific award values are not disclosed, the contract will involve supporting critical Army personnel and pay system functions, including maintaining system integrity, developing HR enhancements, and integrating capabilities like Army Military Pay. The performance work statement indicates a hybrid contract structure with Firm Fixed Price, Cost Plus Fixed Fee, and Cost Reimbursable line items. Key contract objectives include supporting system baseline and environment management, system engineering, solution integration, release management, platform and software migration, and providing tier 2 helpdesk support.
