REQUEST FOR INFORMATION (RFI)
PROGRAM EXECUTIVE OFFICE ENTERPRISE
Integrated Personnel and Pay System – Army Increment II
Managing Army’s Human Capital - Innovation, Integration, and Implementation
(MAHC III)
SECTION 1: INTRODUCTION
This is a Request For Information (RFI) and Sources Sought notice to assist Program Executive Office Enterprise (PEO Enterprise) Integrated Personnel and Pay System – Army (IPPS-A) with identifying vendors interested in partnering with the Government to inform the requirements and support the continuous development, integration, and delivery of IPPS-A capabilities.
The acquisition strategy for this procurement opportunity is being considered for a full and open competition, as competitive delivery or task orders under other contract vehicles, Indefinite Delivery Indefinite Quantity (IDIQ), or a combination approach.
SECTION 2: BACKGROUND
IPPS-A is the critical enabler for The Army People Strategy and its transition to a Talent Management system and a data-rich environment. The IPPS-A Enterprise Resource Planning (ERP) software suite integrates over 1.1 million Soldiers into a multi-component (Active Army, Army National Guard and U.S. Army Reserve) personnel and pay system to deliver Total Force visibility to support Readiness, Talent Management and Auditability. The software that runs IPPS-A is the ORACLE PeopleSoft Suite, and IPPS-A will eventually completely integrate the military personnel and pay functions for Active Army, Army National Guard, U.S. Army Reserve, West Point Cadets, Reserve Officer Training Corps and Health Professional Scholarship Students in a single system.
IPPS-A Inc II is being developed and deployed incrementally in a series of software releases to the Total U.S. Army Force (Active, National Guard, and Reserves), utilizing the Scaled Agile Framework (SAFe) methodology. A major software release was completed in January 2023, providing military HR capabilities and bringing the Total U.S. Army Force into a single authoritative system. This software release serves as the current IPPS-A production baseline. The Government will migrate the full IPPS-A solution into a Department of Defense (DOD) approved cloud-based environment up to Federal Risk and Authorization Management Program (FedRAMP) Impact Level (IL)-6.
SECTION 3: PURPOSE
The purpose of this notice is to seek information from vendors to determine which companies have the skills and interest to support this on-going Army effort.
The Government also seeks input from industry on innovative approaches to meet the Government’s vision for this requirement, to include modular contracting approaches.
Please see the attached draft version of the IPPS-A Capability Support Bridge Performance Work Statement (PWS) as a reference for how the requested capabilities are currently being done. Additionally, see the attached Statement of Objectives (SOO) to be used as the basis for providing responses to the questions listed below in Section
5. The information gathered will be used to assist the Government in its market research and acquisition planning.
