This Statement of Objectives (SOO) describes the performance and program objectives for Program Executive Office Enterprise (PEO Enterprise) IPPS-A Project Management Office (PMO) for a continuing requirement for System Integration and Solution Delivery to support Product Manager IPPS-A Increment II (IPPS-A Inc II).
2.0 Overview
The IPPS-A Enterprise Resource Planning (ERP) software suite integrates over 1.1 million Soldiers into a multi-component (Active Army, Army National Guard and U.S.
Army Reserve) personnel and pay system to deliver Total Force visibility to support Readiness, Talent Management, and Auditability. IPPS-A was developed from ORACLE PeopleSoft Suite. IPPS-A will fully integrate more than 30 current systems; eliminating more than 300 interfaces; ensuring secure, consistent processes and data of the military personnel and pay functions for Active Army, Army National Guard, U.S. Army Reserve, West Point Cadets, Reserve Officer Training Corps and Health Professional Scholarship Students into a single system to enhance Army Readiness.
3.0 Current State: Existing/Legacy Environment
The IPPS-A solution and all environments are hosted on premise with the Defense Information Systems Agency (DISA). The program will follow DoDI 5000.87 Operation of the Software Acquisition Pathway. The program uses Oracle PeopleSoft Enterprise Resource Planning commercial-off-the-shelf software to deliver functionality, consisting of the following applications:
• PeopleSoft Human Capital Management (HCM) 9.2
• PeopleSoft HCM 9.2 PeopleSoft Update Manager (PUM) Image 32 (or higher)
• PeopleSoft Customer Relationship Management (CRM) 9.2 PUM Image 16 (or higher)
• PeopleSoft Enterprise Learning Management (ELM) 9.2 PUM Image 17 (or higher)
• People Tools version 8.58 (or higher)
• Oracle database 19c version 12.2.0.3 (or higher)
• Oracle Business Intelligence Enterprise Edition (OBIEE)
The Program environment is comprised of three (3) main elements:
3.1 Maintaining the Baseline
• Includes maintaining the integrity of capabilities and interfaces in the production baseline across all developmental, test, training, and production environments.
• Includes ongoing maintenance, break/fixes, and regression testing as enhancements and new capabilities are added.
• Includes development, integration, and deployment of HR enhancements to complete HR functionality.
3.2 Working the Prioritized Backlog:
• Includes developing innovative and enhanced capabilities and interfaces to deliver continuous value.
• Includes developmental work to subsume 30+ legacy systems.
3.3 Integration to the Baseline:
• Includes integrating innovative and enhanced capabilities, interfaces, and legacy system data that require work, to include new/modified code into the baseline for the release of value-added capabilities.
• Includes integration actions that will add capability to the IPPS-A baseline, including Archive, Talent and Strength Management, Audit, Sponsorship, User Security / Audit Trail, and current Army Military Payroll.
4.0 Future State
At full deployment, the future state total system should provide:
• Single Comprehensive Personnel and Pay Records
• Self-Service Access
• Data Standardization
• Integrated Personnel and Pay
• Strength Management and Accountability
• Personnel Asset Visibility
• Efficiencies Gained by Workflow
• Cross-Component Support
• Business Process Standardization
• Network Integration with Cross-Domain Support.
5.0 Objectives
The objective of this SOO is to obtain recommended approaches from Industry partners on the following:
1) Maintaining the deployed IPPS-A Inc II baseline.
2) Supporting major and minor functional enhancements.
3) Identifying new or enhanced capabilities to integrate into the baseline.
4) Addressing challenges to software code being integrated into the development of mission deployment plans and strategies.
5) Allowing for Continuous Integration / Continuous Delivery (CI/CD), and compliance with Continuous Risk Management Framework (cRMF) using Agile or a recommend improved methodology.
6) Functional and technical development teams and the Army collaborating most efficiently.
