About this opportunity

The Department of Agriculture Forest Service R6-Pacific Northwest Region is requesting quotations for cattleguard and cattleguard component supplies to support disaster recovery efforts in the Rail Ridge Fire Area at Malheur National Forest. The procurement is for four complete engineered steel cattleguard assemblies (14 feet by 8 feet) and three additional steel base assemblies compatible with existing decks, all of which must meet HS-20 load rating per AASHTO standards and be professionally engineered and stamped. Key requirements include traffic yellow paint, roll-formed rail sections with 4-5 inch gaps between rails, component weights not exceeding 3,000 pounds, and approximately 20 inches of void space beneath the deck; concrete bases are explicitly prohibited. Award will be made on price alone to the lowest responsive quotation that meets all mandatory technical specifications, and quoters must submit detailed specifications and engineered drawings for each component. The deadline for quotation submission is May 5, 2026, at 4:30 PM Pacific Time via email to andrea.pollock@usda.gov, with questions due by April 27, 2026, and prices required to remain firm for 90 calendar days.

This is an unrestricted acquisition with no set-aside designation for small business concerns, and no incumbent contractor or award value information has been provided in the solicitation notice. Delivery of all supplies must be completed by June 30, 2026, on an FOB Destination basis to the Malheur National Forest John Day Warehouse in John Day, Oregon, with pricing inclusive of all freight and handling costs. The solicitation is being conducted under FAR Part 12 procedures for commercial items, and the government intends to make one award requiring pricing for all line items. The NAICS category is 332312 (Fabricated Structural Metal Manufacturing) with a 500-employee small business size standard, and the PSC category is 5450 (Miscellaneous Prefabricated Structures). Quotations must include detailed technical specifications and engineered drawings to ensure compliance with all mandatory requirements for these critical disaster recovery supplies.

Notice text

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

The Malheur National Forest has a requirement to purchase cattleguards and cattleguard components for Disaster Recovery in the Rail Ridge Fire Area.

The Forest will utilize local equipment and personnel to remove and replace the existing damaged cattleguards. This is just a purchase for supplies and delivery of the supplies to the Forest Service compound in John Day, OR.

The USFS intends to install 4 complete cattleguard assemblies but also intends to replace only the bases under 3 existing cattleguards on the forest. For this reason, there are 4 complete cattleguard assemblies listed in the quantities section of this document, as well as 3 additional “base assemblies.”
