About this opportunity
The Naval Medical Research Command (NMRC), operating under the Department of the Navy Naval Supply Systems Command, is procuring maintenance services for a QuantStudio 7 Pro DX QPCR instrument through a sole source contract with Life Technologies Corporation of Carlsbad, California. The procurement covers comprehensive maintenance including parts, labor, travel for remedial repairs, annual planned maintenance visits, operational qualification services, and priority technical support with guaranteed 98% equipment uptime. The contract requires a firm fixed-price arrangement for preventive maintenance, calibration, safety testing, and emergency coverage within 24 hours, with a guaranteed 1-business-day response time for service calls received by 2:00 PM local time. While this is structured as a sole source procurement, the government has indicated it will consider all responses from interested parties. The solicitation was posted on August 16, 2025, with quotes due by August 22, 2025, at 9:00 AM.
Despite being classified under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, there appears to be conflicting information regarding set-aside designations, with one document indicating it is set aside for small businesses while the main notice states no set-aside is used. Life Technologies Corporation is the intended sole source contractor based on their proprietary expertise with the specialized PCR instrument platform used by the Molecular Diagnostics Department for biological defense research applications. The contract covers a 12-month performance period from August 31, 2025, through August 30, 2026, with services to be performed at Fort Detrick, Maryland, though the place of performance is also listed as Silver Spring, Maryland. The procurement is funded through Research, Development, Test and Evaluation (RDT&E) funds, and the government anticipates negotiating discounted pricing from Life Technologies' commercial price list for this critical laboratory equipment maintenance.
