About this opportunity

The Defense Logistics Agency Troop Support Europe and Africa is soliciting competitive proposals for multiple firm-fixed-price, indefinite delivery/indefinite quantity (IDIQ) contracts to provide Maintenance, Repair, and Operations (MRO) Tailored Logistics Support (TLS) services across the EUCOM and AFRICOM Areas of Responsibility. The procurement encompasses a comprehensive range of commercial items including HVAC supplies, plumbing fixtures, electrical products, tools, construction materials, prefabricated structures, utility vehicles, perimeter security equipment, and related incidental services necessary for facility maintenance and operations. The solicitation has been divided into three geographic zones: Zone 1 (Europe North of the Alps), Zone 2 (Europe South of the Alps/Mediterranean Countries), and Zone 3 (Africa), with the government intending to award a single TLS Prime Vendor contract for each zone. Evaluation will be based on technical capabilities, past performance, pricing, and local sourcing factors. The proposal submission deadline has been extended multiple times through amendments, with the final due date set for September 26, 2025, at 11:59 PM EDT, and the government has indicated no additional extensions will be granted.

This solicitation is unrestricted with no set-aside designation, making it available to all qualified contractors. The contract represents a follow-on procurement to previous contracts SPE5B1-21-D-0002, SPE5B1-21-D-0003, and SPE5B1-21-D-0004, though specific incumbent contractors are not identified in the available documentation. The contracts will feature a five-year ordering period with no option years, and the Price Evaluation List contains 170 distinct commercial items across multiple categories with pricing matrices for transportation costs, incidental services, and management fees spanning the five-year projection period. Performance will primarily occur in the European and African theaters of operation, with the contracting office located in Kaiserslautern, Germany. The solicitation includes detailed usage data reporting requirements and emphasizes the critical nature of supporting warfighter mission requirements through comprehensive MRO logistics support across these strategically important regions.
