The procurement is a 100% Women-Owned Small Business set-aside, restricting competition to that category.
Place of performance is Building H24, Julian C. Smith Street, Camp Lejeune, during standard business hours Monday through Friday, 0800–1600. Personnel must obtain an active SECRET facility security clearance within 30 days of award or possess interim clearance status; the Government will not sponsor initial clearances but will support processing during the 30-day post-award staffing period. Contractor personnel must maintain Controlled Unclassified Information security on Government systems and complete mandatory security training including INFOSEC, OPSEC, AT/FP, and Cybersecurity Awareness. The position requires minimum five years' experience with GCSS-MC and TDM Catalyst systems, knowledge of Marine Corps maintenance programs, and proficiency in Microsoft SharePoint and MS Office.
The base contract period runs September 21, 2026 through September 20, 2027, with four optional 12-month renewal periods extending through September 20, 2031. The Government estimates total contract value at $12.5 million across base and option periods. The base quantity was reduced to ten positions per Amendment 0002 (posted September 10). Evaluation criteria are Technical Capability, Price, Past Performance (using Supplier Performance Risk System), and Period of Performance Information. Prevailing wage rates apply under Service Contract Act Wage Determination 2015-4389 (Onslow County, North Carolina). Contractor must fully staff within 30 days of award and establish a Quality Control Program. Amendment 0001 extended the original September 10 due date to September 17, and Amendment 0002 (September 10) answered all questions received and incorporated additional changes.
