About this opportunity

The U.S. Army Corps of Engineers, New York District seeks sealed competitive bids for maintenance dredging of the New York and New Jersey Channels (Seguine/Ward/Outerbridge Reaches Federal Navigation Project), with bids due May 15, 2026 at 2:00 PM EST and bid opening the same date. Six competitive offers were received; Curtin Marine was awarded at $6,471,272.20 on May 15, 2026.

Place of performance is Staten Island, NY. The work involves removal of approximately 330,000 cubic yards of silt and sand from three reaches to a depth of −35 feet Mean Lower Low Water plus 2-foot allowable overdepth, with placement at the Historic Area Remediation Site (HARS). The contractor must use a mechanical dredge with an environmental clamshell bucket, ocean-going bottom-dumping barges, tugboats, and survey vessels, and maintain an integrated production rate of at least 8,000 cubic yards per calendar day. Work must commence within five calendar days of the Notice to Proceed (anticipated July 2026) and be completed within 54 calendar days. Liquidated damages are $2,987 per calendar day for delay past the November 30, 2026 completion deadline.

The contract is firm fixed-price divided into five line items: mobilization/demobilization (lump sum), dredging for three reaches at unit prices per cubic yard, and black box monitoring (lump sum). Bid guarantee of 20 percent of bid price or $3,000,000 (whichever is less) and 100 percent performance and payment bonds are required. Prevailing wage requirements under the Davis-Bacon Act apply; New York State Water Quality Certificate restrictions prohibit dredging from October 1 through November 30 in sheets 6–10 and require Protected Species Observers with NOAA NMFS qualifications from September 1 through October 31 in sheets 3–5. E-Verify employment eligibility verification is mandated per FAR 52.222-54. The NAICS code is 237990 (Other Heavy and Civil Engineering Construction) with small business size standard of $37,000,000. This is 100 percent unrestricted full and open competition with a 10 percent evaluation preference applied to non-HUBZone offers. Four amendments (0001–0004) issued April 24 through May 12 addressed bidder instructions, water quality certification, contractor inquiries, and technical clarifications; Amendment 0002 (May 5) incorporated New York State DEC Water Quality Certificate with seasonal restrictions and observer requirements.

As of 12 May 2026: Amendment 0004 posted to provide responses to contractor inquiries.

As of 06 May 2026: Amendment 0003 posted to provide responses to contractor inquiries.

As of 05 May 2026: Amendment 0002 posted to include WQC, revied specs, revised ATOPSEC, and responses to RFIs.

As of 24 April 2026: Amendment 0001 posted to correct Section 00 21 00 and provide additional bidder instructions.

The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging New York and New Jersey Channels, Seguine/Ward/Outerbridge Federal Navigation Project to a depth of -35 feet Mean Lower Low Water (MLLW) plus 2 foot allowable overdepth. The proposed maintenance dredging would remove approximately 330,000 cubic yards (CY) of selected critical shoals from the Seguine/Ward/Outerbridge reaches with subsequent placement at the Historic Area Remediation Site (HARS). Dredging in this channel would be required to a depth of -35 feet Mean Lower Low Water (MLLW) plus 2-foot allowable overdepth. The dredged material is expected to consist primarily of silt and sand.

Due to expected restrictions in the State Water Quality Certificates, the proposed work will likely require using a mechanical dredge with an environmental clamshell bucket. Additionally, multiple ocean-going, bottom-dumping barges, tugboats and survey vessels will be needed to perform the work during the dredging and placement activities. The dredging and placement at the HARS would be required to meet all federal, state, and approved local criteria required by the government agencies having jurisdiction where the dredging and placement sites are located.

Once the contract is awarded, the contractor will be required to commence work within five (5) calendar days after the date of receipt of the notice to proceed and maintain an integrated production rate of at least 8,000 cubic yards per calendar day for the dredging and placement of material. The presence of dredging equipment in the channel will impact ship traffic, and it is necessary to maintain this production rate while minimizing the duration of this impact.

Plans and specifications for the subject project are expected to be available in April of 2026, with bid opening in May 2026. It is the intention of the government to award in late June 2026 and the proposed work is anticipated to take place between September and December 2026. The work is estimated to cost between $5,000,000 and $15,000,000.

Liquidated damages of $2,987 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete. This is an unrestricted procurement.
