About this opportunity

The New York District of the U.S. Army Corps of Engineers (USACE) has issued an advance notice for maintenance dredging operations in the New York and New Jersey Channels, specifically in the Seguine/Ward/Outerbridge Reaches Federal Navigation Project. This Special Notice, posted on March 10, 2026, with a due date of May 15, 2026, seeks qualified contractors to perform critical dredging work in federal navigation channels. The Department of the Army Corps of Engineers Engineering District New York is soliciting bids for this heavy civil engineering construction project, classified under NAICS code 237990. The opportunity represents a significant maritime infrastructure maintenance initiative to maintain navigable waterways essential to regional commerce. No set-asides are designated for this opportunity, making it open to all eligible contractors.

The primary objective is to remove approximately 330,000 cubic yards of material from critical shoals to maintain a channel depth of -35 feet Mean Lower Low Water (MLLW) plus a 2-foot allowable overdepth, with placement of dredged material at the Historic Area Remediation Site (HARS). Interested contractors must submit proposals by May 15, 2026, with bid opening scheduled for May 2026 and anticipated contract award in late June 2026. Successful contractors must be capable of commencing work within five calendar days of receiving the notice to proceed and maintaining a minimum integrated production rate of 8,000 cubic yards per calendar day throughout dredging and placement operations. The work requires specialized mechanical dredging equipment with environmental clamshell buckets, ocean-going bottom-dumping barges, tugboats, and survey vessels to comply with state water quality certificates. While specific eligibility criteria are not detailed in this notice, contractors must demonstrate capability to meet all federal, state, and approved local environmental and operational requirements, with plans and specifications available in April 2026.

Notice text

The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging New York and New Jersey Channels, Seguine/Ward/Outerbridge Federal Navigation Project to a depth of -35 feet Mean Lower Low Water (MLLW) plus 2 foot allowable overdepth. The proposed maintenance dredging would remove approximately 330,000 cubic yards (CY) of selected critical shoals from the Seguine/Ward/Outerbridge reaches with subsequent placement at the Historic Area Remediation Site (HARS). Dredging in this channel would be required to a depth of -35 feet Mean Lower Low Water (MLLW) plus 2-foot allowable overdepth. The dredged material is expected to consist primarily of silt and sand.

Due to expected restrictions in the State Water Quality Certificates, the proposed work will likely require using a mechanical dredge with an environmental clamshell bucket. Additionally, multiple ocean-going, bottom-dumping barges, tugboats and survey vessels will be needed to perform the work during the dredging and placement activities. The dredging and placement at the HARS would be required to meet all federal, state, and approved local criteria required by the government agencies having jurisdiction where the dredging and placement sites are located.

Once the contract is awarded, the contractor will be required to commence work within five (5) calendar days after the date of receipt of the notice to proceed and maintain an integrated production rate of at least 8,000 cubic yards per calendar day for the dredging and placement of material. The presence of dredging equipment in the channel will impact ship traffic, and it is necessary to maintain this production rate while minimizing the duration of this impact.

Plans and specifications for the subject project are expected to be available in April of 2026, with bid opening in May 2026. It is the intention of the government to award in late June 2026 and the proposed work is anticipated to take place between September and December 2026. The work is estimated to cost between $5,000,000 and $15,000,000.

Liquidated damages of $2,987 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete. This is an unrestricted procurement.
