About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract (Amendment 0002) issued by the U.S. Army Corps of Engineers, New York District. The amendment is effective May 1, 2026, and modifies solicitation W912DS26BA014 dated April 15, 2026. The amendment is not extended, meaning the receipt deadline remains unchanged, and offerors must acknowledge receipt of this amendment prior to the specified deadline or risk rejection.

The amendment's primary purpose is to incorporate the New York State Department of Environmental Conservation (NYSDEC) Water Quality Certificate (WQC) into the contract solicitation along with additional sampling and testing data. The awarded contractor must comply with all WQC conditions, including seasonal dredging restrictions prohibiting work within sheets 6 through 10 from October 1 through November 30, and requiring Protected Species Observers (PSO) with NOAA NMFS qualifications during dredging operations from September 1 through October 31 for work on sheets 3 through 5. The amendment also adds ASI Testing Results (Attachment K), modifies specifications sections 00 90 01, 00 90 02, and 01 11 00 to reference the WQC, and replaces previous AT/OPSEC and physical security requirements with a pre-screening requirement using the E-Verify Program for employment eligibility verification in accordance with FAR clause 52.222-54. Additionally, revised specifications dated May 1, 2026, have been added as a new contract document. Contractors must provide an initial list of verified/eligible candidates to the Contracting Officer Representative (COR) within three business days of contract award.
