About this file
This is Standard Form 30 Amendment 0003 to solicitation W912DS26BA014, issued by the U.S. Army Corps of Engineers (W2SD ENDIST New York, KO Contracting Division) on 06 MAY 2026 for a maintenance dredging project in the NY&NJ channel. The amendment is not extending the offer receipt date and requires offerors to acknowledge receipt of this amendment prior to proposal submission using one of three methods: completing items 8 and 15 and returning copies, acknowledging receipt on each offer copy, or submitting separate written communication referencing the solicitation and amendment numbers.
The amendment modifies Section 00 00 00 (Procurement and Contracting Requirements) to add an RFI Disclaimer and provide responses to four contractor inquiries regarding the dredging project. Key clarifications include: confirmation that previous NY&NJ maintenance dredging was completed using mechanical clamshell dredges with similar material composition; confirmation that past work achieved completion within specification despite varying sand, silt, and clay percentages across three reaches (Reach 1: 59.7% sand/26.7% silt/13.6% clay; Reach 2: 24.7% sand/54.3% silt/21.0% clay; Reach 3: 16.9% sand/63.2% silt/19.9% clay); and clarification that overlapping shoaled areas between plan sheets 5 and 6 can be dredged during the alleviated window if material is bounded within sheet 5. Questions regarding sampling methodology details and the effectiveness of closed clamshell buckets were referred to previous RFI responses. The contracting officer is Nicholas Emmanuel.

RFI Disclaimer
Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.
Q4. We are looking at the W912DS26BA014 maintenance project in the NY&NJ channel. Project Specs Section 35 20 23 Part 2.1 gives a percentile breakdown of materials in the area based on sampling in 2025, but there is no additional information regarding collection method, testing method, or locations of the individual samples. Could you provide any additional information about the sampling campaign? The material breakdowns vary significantly between reaches which could have significant operational impact.
A4. Please refer to the previous RFI response under Q3/A3.
Q5. This contract requires the material to be dredged by a closed clamshell environment bucket.
These buckets are designed to dredge soft silt and mud. Section 35 20 23 2.1 Character of Material states: "Based on sampling and testing of the proposed dredged material in 2025, the material to be removed consists of primarily, silt, sand, and clay:
a. REACH 1: 59.7% SAND, 26.7% SILT, & 13.6% CLAY
b. REACH 2: 24.7% SAND, 54.3% SILT, & 21.0% CLAY
c. REACH 3: 16.9% SAND, 63.2% SILT, & 19.9% CLAY"
W912DS26BA0140003
These samples contain high sand and clay content which may not be able to be dredged with a closed clamshell environment bucket. On past contracts, were all areas of the project dredged to grade with a closed environmental bucket? If not, which areas required a conventional bucket and how much quantity (CY) was removed with a conventional bucket?
A5. In the past maintenance dredging cycle for NY&NJ Channels-Seguine/Ward/Outerbridge Reaches, all work was able to be complete utilizing a mechanical clamshell dredge with similar material composition throughout the reaches.
Q6. Section 01 11 00, page 3, states; "No dredging activities shall occur from 01 October 2026 to 30 November 2026 for dredging areas in sheets six (6) to ten (10) as indicated in the plan sheets."
There are shoaled areas that are shown on both sheet 5 and sheet 6. Please clarify if the overlapping areas are to be considered part of sheet 5 or sheet 6.
A6. Please refer to the plan sheets. Overlap material between sheets 5 and 6 can be dredged in the alleviated window if material is bounded within sheet 5.
