About this file

This is Amendment 0004 to solicitation W912DS26BA014, issued by the U.S. Army Corps of Engineers (USACE), New York District, on May 6, 2026. The amendment provides clarifications and responses to contractor inquiries regarding a dredged material placement project at the Historic Area Remediation Site (HARS).

The amendment addresses seven questions and answers concerning project specifications and requirements. Key clarifications include: the minimum depth restriction for placed dredged material is 50 feet; no specialized insurance is required beyond standard company general liability certificates; pre- and post-placement surveys at HARS are not required, though surveys will be conducted in dredging areas to determine total volume of material dredged; the 120-day acceptance period will remain unchanged to allow adequate time for administrative processing, evaluation, and funding allocation; and the project must be completed within 54 days of the Notice to Proceed, with the "Summer/Fall to Winter 2026" environmental window not extending this contract duration. The contractor was directed to updated specifications section 00 90 02 in amendment W912DS26BA014002 for the New York State Department of Environmental Conservation Water Quality Certification. The amendment was signed by Contracting Officer Matthew Lubiak on May 12, 2026, and does not extend the offer receipt deadline.

RFI Disclaimer

Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.

Q7. Section 35 20 23,.10, Page 25, Part C, C2, in the Dredged Material Inspector Checklist states that "All water depths observed anywhere within the placement grid were at a depth of at least fifty

(50) feet.". Please confirm if there is a minimum depth restriction in the HARS in which placed material cannot exceed.

A7. The minimum depth restriction for placement of dredged material at the HARS should not exceed 50'.

Q8. Can USACE provide the insurance requirements for this project?

A8. This project does not require specialized insurance and therefore not included in the specifications document. As a result, the contractor should provide their company's general insurance certificates.

Q9. Please include a copy of the NYSDEC WQC or verify any anticipated measures that may differ from the NJDEP FCD so that the contractor can review conditions set forth in the certificate and ensure all compliance and cost impacts are considered before time of bid.

A9. Please refer to updated specifications section 00 90 02 to see the NYSDEC WQC in amendment W912DS26BA014002.

Q10. Will a pre and post placement survey conducted by the contractor of the HARS site be required?

A10. Pre and post placement surveys at HARS are not required. Surveys will be conducted within dredging areas to determine total volume of material dredged.

Q11. A 120-day acceptance period for this project is very long considering planned NTP and project duration is all within this acceptance period. Could it be reduced to 60 days?

A11. No, the 120-day acceptance period will remain as stated in the solicitation. This duration is required to ensure adequate time for administrative processing, evaluation and funding allocation prior to award.

Q12. Stated under 1.2.1 Project Description, "The current Notice to Proceed (NTP) is scheduled for July. The work is anticipated to be performed with the approximate time period of summer/fall to winter 2026". However, duration of project is set to 54-days from NTP in the solicitation. Will the Contractor be required to complete the work by the end of August, as the solicitation states (based on the stated anticipated NTP), or will project completion in the fall be acceptable as stated in the specifications?

A12. The project must be completed within 54 days of the NTP. The "Summer/Fall to Winter 2026" language simply identifies the available environmental window for dredging operations and does not extend the 54-day contract duration.
