About this opportunity

The U.S. Department of the Air Force Air Education and Training Command is seeking proposals from small businesses for a construction project to replace the controls and monitoring system of the Building Automation System (BAS) at various buildings on Keesler Air Force Base. The contractor will be required to furnish all equipment, labor, and materials necessary to provide a complete control and monitoring system, including removing the existing TAC control systems and installing new control system controllers and local end device controllers. Key contract requirements include following guidelines and security protocols for the current network, submitting required documentation for approval, and performing testing and adjustment of HVAC systems. The evaluation will be based on factors such as past performance and technical approach.

This is a total small business set-aside acquisition with an estimated value between $1,000,000 and $5,000,000. An organized site visit is scheduled for July 25, 2024, and proposals are due by August 21, 2024. The period of performance is 280 calendar days after contract award. The place of performance is Keesler Air Force Base in Mississippi.

An organized site visit has been set for Wednesday, 24 July 2024 at 8:30 a.m. CST. In order to gain access to the base to attend the site visit you must have a valid driver’s license/identification card, valid registration for any vehicle you will be operating, and proof of insurance.  Specific instructions are identified in 52.236-27 Site Visit (Construction).

NOTICE TO OFFERORS: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
