Solicitation FA301024R0007 SAM Date: 13 August 2024 Questions & Answers
1. The scope of work indicates vendors are to adhere to the security protocols in Attachment C: COIN V2 Guidelines and Security Protocol. Which document is attachment C?
A. That is Attachment 4. MAHG211140 – Cybersecurity Guidance
2. Scope - UPS Does the scope of work associated with replacing the controls include adding a new uninterruptable power supply (UPS) for each new control panel? Comment by AULTMAN, TIFFANY M CIV USAF AETC 81 CONS/PKA: Did the contractor(s) put this for each question or did you do this? A. Yes, part of existing TAC control power circuit
3. Scope - AHU Does the scope of work include replacing the actuator and valves for the existing air handling units
A. Yes, replace actuator. Replace valves if needed
4. Scope - VFD Do the existing Variable Frequency Drives (VFD) already have BACnet Capabilities. Comment by AULTMAN, TIFFANY M CIV USAF AETC 81 CONS/PKA: This seems necessary for the Addendum
A. Each VFD should be inspected during contract performance. If the VFD is not capable, please document and submit to the construction manager and contracting office.
5. Scope - VFD We were unable to find any mention of the VFDs. Are VFDs to be excluded from the Controls Phase 2 Scope? Comment by AULTMAN, TIFFANY M CIV USAF AETC 81 CONS/PKA: This seems necessary for the addendum?
A. If existing equipment has an associated VFD, the VFD MUST be incorporated (all associated controls) per Attachment 1. MAHG 211140 – Replace Controls Phase 2 – SOW, Rev 4 Paragraph 3.2.4.3 (F)
6. Scope - Panel Enclosures Does the scope include the reuse of the existing boxes, enclosures, and wiring or should these be replaced with the controls are replaced. Comment by AULTMAN, TIFFANY M CIV USAF AETC 81 CONS/PKA: This should be in the SOW/Addendum
A. Reuse panel enclosures if in good condition at government/CM discretion, replace control wiring per Attachment 1. MAHG 211140 – Replace Controls Phase 2 – SOW, Rev 4 Paragraph 3.2.4.3 (D) The contractor should provide a 5% increase for proposal purposes.
7. BACnet and Networking Do the buildings included in the scope of the Controls Phase 2 project already have inter-building network connectivity to the EMCS and front-end systems located in B4705? If not, is inter-building connectivity included in the scope of work for the Controls Phase 2 project?
A. Per Attachment 5. MAHG211140 - Specifications V2 Paragraph 1.3, fully functional with front end located at BLDG 4705
8. BACnet and Networking Does the scope of work include providing network connectivity (intra-building connectivity) to the new controls installed as part of Phase 2?
A. Yes, per Attachment 5. MAHG211140 - Specifications V2 Paragraph 1.3 and 2.2
9. Section 3.2.4.1.2 BACnet and Networking Does the scope of work include pulling new ethernet wiring to the new controls installed as part of Phase 2?
A. Yes, as required per Attachment 5. MAHG211140 - Specifications V2 Paragraph 1.3 and 2.2
10. Statement of work: “The Contractor shall provide testing, balance, and adjustment (TAB) of ALL HVAC systems for each building by third party (with documentation) to include new and existing equipment. controls contractor to support TAB as required.”
Is Pre-Tab required to obtain current readings, prior to system swap out? Are the original design flows available to reset the tab parameters to? This project does not include replacement of mechanical equipment, which may impede the ability to properly set TAB parameters.
A. Only some of the buildings have existing as-built drawings that show the Pre-Tab. These will be provided after award at the pre-construction meeting. Buildings that will require mechanical repairs will be handled on a case-by-case basis through RFIs during contract performance.
11. Access to buildings: With a significant number of these buildings being TLF or high security areas, we will need access to multiple adjacent areas in order to complete the communication path and meet the performance period timeline. Can it be assumed that we will have access to areas conveyed on project schedule, which may be large swaths of TLF rooms (A floor at a time)? There are approximately 262 guest rooms in TLF locations and 280 days to complete the entire scope A. The on-site contractor project superintendent will coordinate with the construction manager for any high security areas or TLF rooms to ensure there is unimpeded access to all areas required for contract performance.
12. Attachment 5. MAHG211140 Specifications V2, Section 23 81 00, Page 4 "The Building Management System Contractor shall be the primary manufacturer- owned branch office that is regularly engaged in the engineering, programming, installation and service of total integrated Building Management Systems.”
As a small business, we are not branch owned, we are a partner. Is there a way to edit this language?
A. The Building Management System Contractor shall be able to provide the engineering, installation, programming, and service of a turn key complete and operational integrated Building Management System that is compatible with the current user operating systems Metasys or Desigo (Apogee).
13. Attachment 5. MAHG211140 Specifications V2, Section 23 81 00, Page 5 "The BMS Contractor shall be a recognized national manufacturer, installer and service provider of BMS."
How does this apply to partners, not manufacturers?
A. The BMS contractor shall be a known installer and service provider of BMS BACnet capable control systems.
14. Attachment 5. MAHG211140 Specifications V2, Section 23 81 00, Page 5 "If a franchised dealer is to be considered via addendum, the authorized building control system installer must provide a letter written by a minimum Vice President of Operations for Johnson Controls. This letter must be provided to the engineer along with the other supporting documentation at the time of request for equivalence."
Can this language please be removed as it eliminates all competition other than Johnson Controls as a sole source provider and hinders competition?
A. If a franchised dealer is to be considered via addendum, the authorized building control system installer must provide a letter written by a minimum Vice President of Operations of the (franchised dealer). This letter must be provided to the engineer along with the other supporting documentation at the time of request for equivalence
15. Attachment 5. MAHG211140 Specifications V2, Section 23 81 00, Page 5 "As evidence and assurance of the contractor’s ability to support the Owner's system with service and parts, the contractor must have been in the BMS business for at least the last ten (10) years and have successfully completed total projects of at least 10 times the value of this contract in each of the preceding 5 years."
As a total small business set aside, how are we to clear this hurdle?
A. As evidence and assurance of the contractor’s ability to support the Owner's system with service and parts, the contractor must have been in the BMS business for at least the last five (5) years and have successfully completed total projects of at least the value of this contract in each of the preceding 5 years.
