The Department of the Interior National Park Service Southeast Region seeks dispatch services for Mammoth Cave National Park, with quotations due June 8, 2026 at 4:00 PM EST and questions due May 18, 2026 at 12:00 PM EST. Place of performance is 61 Maintenance Road, Mammoth Cave, Kentucky 42259. Services include 24-hour, 365-day dispatch center operations providing communications support for law enforcement and emergency services, including radio frequency and 9-1-1 call monitoring, personnel dispatching, officer tracking, DMV and NCIC data support, warrant confirmation, coordination with cooperating agencies, weather and marine information dissemination, and annual statistical reporting via Computer Aided Dispatch systems. Dispatch operations must meet industry norms and professional police and emergency services communications center standards.

Contractors must provide their own digital dispatching software. Services may be performed remotely with occasional onsite work and face-to-face meetings; the park prefers nearby service providers due to limited onsite dispatch space.

Evaluation weighs non-cost factors (technical approach, past performance and experience, and cost reasonableness) as significantly more important than cost. Award will be based on best value without discussions unless the contracting officer determines discussions necessary. Offerors must submit at least three relevant dispatch service references from the past five years, provide detailed cost breakdowns, and confirm acceptance of terms or list exceptions with rationale.

Service Contract Act prevailing wage rates apply for Edmonson County, Kentucky, with minimum wage of $15.00 per hour, fringe benefits, paid leave, and uniform allowances as determined. Amendment 0001, posted June 2, 2026, extended the deadline and incorporated missing FAR clauses 52.217-8 and 52.217-9 governing contract extension options; acknowledgment of amendment receipt is required by the solicitation deadline.
