Attachment 1 Dispatch Services Performance Work Plan Statement Introduction This contract establishes the provision of 24-hour dispatching services for the National Park Service at Mammoth Cave National Park. The services will be provided by the Dispatch Center for a base period from July 2026 through July 2027, with four additional option years.
Background The qualified dispatch center provides telephone radio dispatching services for personnel of Mammoth Cave National Park in support of law enforcement, emergency services, and, to a lesser extent, general park operations. This service is provided 365 days a year, 24 hours a day. The standard for the services provided by qualified dispatch center is consistent with that of most any professional police and emergency services communications center.
Scope This contract is for the provision of communications support for law enforcement and emergency services (fire, rescue, emergency medical, etc.) operations within Mammoth Cave National Park boundaries. The Communications Center shall dispatch park personnel to emergency and service calls, track law enforcement rangers during their shifts, provide a life-line and computer data link for rangers involved in law enforcement contacts and investigations facilitate requests for outside resources to assist with park incidents, etc. They shall also provide administrative support functions, such as after- hours agency point of contact, and entering data into NCIC (using the Park’s ORI) for Mammoth Cave National Park.

Performance Requirements This contract covers the provision of the following services to the quality established through industry norms and consistent with the same standards of dispatching afforded to the qualified dispatch center Sheriff Department operations. The communications support services provided through this contract include the following elements:
· Monitoring of assigned radio frequencies and 9-1-1 center telephones 24 hours per day, 365 days per year.
· Tracking in-service law enforcement rangers, including pro-active officer safety status checks for rangers engaged in violator or investigative contacts.
· Providing DMV and NCIC data support including accessing criminal and driver history transcripts, confirming warrants, sending administrative messages, etc.
· Communicating recent Kentucky BOLO’s concerning officer safety threats to on duty Kentucky ranger staff (by radio broadcast).
· Dispatching outside resources from cooperating law enforcement emergency service agencies (law enforcement, EMS, fire, HAZMAT, etc.) that occur within Mammoth Cave National Park.
· Following agreed-upon communications protocols as agreed upon by both agencies through periodic communications meetings.
· Provide updated weather/marine information such as tornado watches and warning via park radio.
· Serve as a point of contact for after- hours callouts for law enforcement, emergency medical service, security, and fire callouts for Mammoth Cave National Park.
· Provide annual park statistical information such as number and type of calls generated by the CAD system.
