About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 21 has issued a Special Notice soliciting assisted parking services for the VA San Francisco Health Care System. This is Amendment 0001 to RFQ 36C26126Q0354, posted on February 26, 2026, with an offer receipt deadline of March 3, 2026 at 10:00 AM PST. The contract is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The Government anticipates the contractor will be required to park and/or provide assistance in parking approximately 500-700 vehicles per day. The solicitation documents address 15 vendor questions received during the solicitation period, and all offerors must acknowledge receipt of this amendment in their quote submissions.

The primary objective of this solicitation is to alleviate parking problems at the VA San Francisco Health Care System through contracted assisted parking services. Key requirements include providing two ADA-accessible, covered 6-passenger golf carts (one for each of parking garages 209 and 212) with on-site shuttle storage, as well as shuttle services operating on an as-needed basis during assisted parking hours to transport vehicles from parking facilities to Buildings 200 and 203. The contractor must assume all costs associated with shuttle fuel, maintenance, and insurance, and must demonstrate operational flexibility since the Government will not issue equitable adjustments if vehicle counts exceed the estimated range. Only Service-Disabled Veteran-Owned Small Businesses are eligible to participate in this set-aside opportunity. The contract will commence on April 1, 2026, with a formal transition period from the incumbent contract end date of March 31, 2026, and funding is fully programmed for all option periods.
