About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 21, San Francisco Health Care System, is soliciting quotations for assisted parking services, including valet parking, shuttle operations, and comprehensive lot management across two parking facilities. Key requirements include issuing claim tickets, maintaining strict key control, providing specialized ADA shuttle services to specific buildings, implementing a no-tipping policy, and submitting detailed monthly reports tracking vehicle counts and incidents. The solicitation will be evaluated based on the contractor's ability to meet these operational performance standards, maintain required insurance coverage ($1,000,000 combined single limit/$2,000,000 aggregate garage liability and $200,000 garage keepers liability), and comply with all applicable prevailing wage requirements. Quotations must be submitted electronically by February 27, 2026 at 10:00 AM PST, with written questions due by February 20, 2026 at 10:00 AM PST to james.postell@va.gov.
This opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), requiring submission of VAAR Clause 852.219-75 certification with all proposals. The contract will run for a base period of six months from April 1, 2026 through September 30, 2026, with four optional one-year renewal periods extending through September 30, 2030, providing potential contract value spanning nearly five years. Performance locations include Parking Garage 212 (approximately 150 spaces) and Parking Garage 209 (435 spaces across 5 floors) in San Francisco, CA 94121, with operations required Monday through Friday from 7:00 AM to 6:00 PM excluding federal holidays. The contractor must comply with prevailing wage determination WD 2015-5637 Rev 31, which establishes wage rates and fringe benefits applicable to San Francisco County, and must ensure all personnel possess valid California driver's licenses, English fluency, and pass drug screening and criminal background checks.
