About this file

This is Amendment 0001 to RFQ 36C26126Q0354 issued by the Department of Veterans Affairs Network Contracting Office 21 for assisted parking services at the VA Southern Nevada Healthcare System in North Las Vegas, Nevada. The amendment extends the offer receipt deadline to March 3, 2026 at 10:00 AM PST and addresses 15 vendor questions received during the solicitation period. All offerors must acknowledge receipt of this amendment in their quote submissions.

The Q&A clarifies key service requirements: the contractor must provide two ADA-accessible, covered 6-passenger golf carts (one for each of parking garages 209 and 212) with shuttle storage provided on-site in the garages. Shuttle services operate on an as-needed basis during assisted parking hours to transport vehicles from the parking facilities to Buildings 200 and 203. Historical vehicle count data shows monthly volumes ranging from 1,689 to 2,805 total vehicles across both garages, with daily averages between 77 and 134 vehicles. The contractor is responsible for all shuttle fuel, maintenance, and insurance costs. The Government will not issue equitable adjustments if vehicle counts exceed the estimated 500-700 vehicle range; contractor plans must include operational flexibility. No phase-in pricing is allowable during the base period, though a formal transition period exists between the incumbent contract end date (March 31, 2026) and the new contract start (April 1, 2026). Funding is fully programmed for all option periods.

James Postell Contracting Officer

Questions & Answers for RFQ 36C26126Q0354 Assisted Parking- SFHCS

1. Is there any anticipated increase in employee staffing volume during the contract term?

No Page 7 of the solicitation, section 1.2 states "assisted parking services include providing shuttling services." This is mentioned again on page 8, section 1.3. "This shuttle service is to provide a special drop off and shuttles from the parking garage to Building 200 and Building 203."

2. Will the VA provide the shuttles, or does the contractor provide them? If it is the contractor, please provide details on the number of shuttles, the type of shuttles, and the number of passengers for each. The contractor will provide their own shuttles (one shuttle for each parking garage 209 and 212, covered 6 passenger golf cart). SFVA Volunteer Services intermittently offers shuttles services upon availability.

3. If contractor provides the shuttles, do they need to be ADA accessible? Yes

4. If contractor provides the shuttles, will there be a place provided on site to store them after hours? Yes, in the garage.

5. What are the hours that shuttle services need to operate? During assisted parking hours.

6. Are the shuttle services to run continuously or on an as needed bases? As needed basis.

7. Based on our site visits, there is ONLY a garage attendant in garage 209, no VALET available. Only permit checks and parking assistance. No additional space creation, double parking, or valet parking. Did we miss something? Please see the PWS for garage 209 requirements.

8. Based on our site visit and observations, the reported vehicle volume seems overstated.

Is it possible to confirm vehicle counts for 212? There is seasonal variability.

9. Please clarify the Government’s rationale for issuing a new solicitation rather than exercising the option under Contract #36C26125P0773. Was this decision driven by funding strategy, scope modifications, performance considerations, or acquisition planning? Refer to Contracting Officer.

10. Please provide 12 months of historical data showing daily vehicle counts, broken out by Garage 212 and Garage 209, including AM vs PM distribution and identification of the highest recorded peak day. See below for volume totals. We do not have data on AM vs PM or highest recorded peak day.

11. What is the Government’s Independent Government Cost Estimate (IGCE) for the 6-month base period and for the total evaluated price including all option years? Internal Government information. Is funding fully programmed for all option periods? Yes.

12. Are shuttle vehicles Government-furnished or contractor-furnished? If contractor-furnished, what quantity is expected, and who is responsible for fuel, maintenance, and insurance? Contractor furnished (see question 2). Contractor is responsible for fuel, maintenance, and insurance.

13. If daily vehicle counts exceed the estimated 500–700 vehicle range, will the Government issue an equitable adjustment for required additional staffing necessary to maintain the 10-minute performance standard? No, Contractor’s plans should include flexibility.

14. Has the 10-minute wait time performance standard required operational adjustments under the current contract, and if so, what staffing levels were required to consistently meet the 95% compliance threshold? No.

15. Will there be a formal transition period between the incumbent contract end (03/31/2026) and the new contract start (04/01/2026), and is phase-in pricing allowable during the base period? There will be a formal transition period, phase-in pricing is not allowable.
