About this opportunity
The Federal Bureau of Investigation seeks a single-award Blanket Purchase Agreement for FAA Part 145-certified Lycoming engine overhaul services supporting its Aviation Support Unit fleet, with quotes due August 24, 2026 at 10:00 AM Central Time and questions due July 29, 2026 at 10:00 AM Central Time. This is a 100% small business set-aside under NAICS 336413 with a 1,500-employee size standard.
Place of performance is Fredericksburg, Virginia. The BPA covers overhaul, inspection, and repair of approximately forty-seven Lycoming aircraft engines (models TIO-540-AJ1A, IO-540-AB1A5, and IO-540-AC1A5) installed on Cessna 182, T206H, and 206H aircraft, with anticipated requirements averaging nine engine overhauls annually. The contract structure includes a base period from September 1, 2026 through August 31, 2027, followed by four unexercised option periods through July 31, 2031. Five Contract Line Item Numbers establish the contractor's capability: firm-fixed-price standard engine overhauls including all accessories and shipping containers; individual engine accessory parts quoted on an as-needed basis; Over and Above work requiring written government approval; Beyond Economic Repair teardown and evaluation; and shipping costs per engine. All pricing must include five years of escalation.
The contractor must hold an active FAA Part 145 Repair Station certificate and use only genuine Lycoming OEM parts unless unavailable with government delay approval. Standard overhauls must be completed within sixty calendar days of engine receipt. All replacement parts must be genuine Lycoming OEM with no FAA Parts Manufactured Approval substitutes permitted. Contractor must deliver comprehensive FAA Form 8130 documentation, new logbooks, and standard commercial warranty terms with each completed engine.
Quotations must include technical capability addressing engine receipt, teardown, inspection, repair, test cell operations, return-to-service procedures, parts management, and over-and-above repair handling; quality control and FAA compliance procedures; facilities and equipment; and subcontracting approach with FAA Repair Station Certificate number. Up to three past performance references for similar engine overhaul services within five years are required. Award goes to the highest technically rated quotation with fair and reasonable pricing using HTR-FRP methodology. Quotations must not exceed fifteen pages (excluding cover, table of contents, pricing, past performance references, certifications, and forms) and use ten-point minimum font with standard margins.
