About this file

This is a Performance Work Statement (PWS) issued by the Federal Bureau of Investigation's Finance and Facilities Division for Lycoming aircraft engine overhaul services supporting the Critical Incident Response Group Aviation Support Unit. The PWS is effective as of August 4, 2026, and establishes requirements for customer-owned engine overhauls, inspections, testing, repairs, documentation, and parts support under a Blanket Purchase Agreement (BPA) on an as-needed basis.

The contractor must perform all overhaul services in compliance with FAA regulations, Lycoming Overhaul Manuals, FAA Airworthiness Directives, and related manufacturer guidance. The standard overhaul package includes engine teardown, cleaning, inspection, dimensional checks, AD and mandatory overhaul compliance, test cell run, documentation, and preservation for shipment. The contractor must maintain a valid FAA Part 145 Repair Station certificate and quality management system throughout contract performance. Specific FBI configuration requirements include single electronic magneto on the left side, standard magneto on the right side, fine wire spark plugs, exhaust provisions for EGT probes, and roller lifter configuration when applicable. All replacement parts must be genuine Lycoming OEM parts with no FAA Parts Manufactured Approval (PMA) replacements permitted. The contractor must complete overhauls within sixty calendar days of engine receipt unless otherwise approved, deliver comprehensive documentation including FAA Form 8130 and compliance listings, provide traceability for all replacement components, and offer standard commercial warranty terms. Over & Above work outside the standard package requires written Contracting Officer approval and must include detailed quotations with labor, parts, estimated completion dates, and technical recommendations. The Government furnishes customer-owned engines and associated maintenance records, covers transportation costs, and inspects all deliverables for acceptance based on work completion, successful test cell runs, required documentation delivery, FAA/Lycoming compliance satisfaction, and airworthy engine condition.
