About this file

This is a Questions and Answers (Q&A) document for a Request for Quotation (RFQ) for Lycoming engine overhaul services (RFQ 15F06726Q0000250). The Federal Bureau of Investigation requires FAA Part 145-certified engine overhaul services for approximately 47 Lycoming aircraft engines supporting the Aviation Support Unit fleet of Cessna 182, T206H, and 206H aircraft. The contract covers three engine models: Lycoming TIO-540-AJ1A, IO-540-AB1A5, and IO-540-AC1A5. The government anticipates an average of nine engine overhauls annually over a five-year period. The revised quote submission deadline is 24 August 2026 at 10:00 AM Central Time, with the Period of Performance beginning no later than 30 September 2026 through 31 August 2031.

The contract structure includes multiple Contract Line Item Numbers (CLINs): CLIN X001 covers firm-fixed-price standard engine overhauls including all accessories (starters, magnetos, fuel injection systems, turbo systems), exhaust systems, and shipping containers provided by the contractor; CLIN X002 covers individual engine accessory parts quoted on an as-needed basis; CLIN X003 covers Over and Above work requiring written discrepancy reports and government approval prior to performance; CLIN X004 addresses Beyond Economic Repair engines with specific documentation requirements; and CLIN X005 covers shipping per engine. All pricing must include five years of escalation, and quotations must remain valid for 60 days. The contractor must hold an FAA Part 145 repair station certificate, use only genuine Lycoming OEM parts unless unavailable (with government delay approval), provide new logbooks and FAA Form 8130-3 for each completed engine, and maintain a 60-calendar-day turnaround from engine receipt at the contractor's facility, excluding time suspended for government review and approval of Over and Above work.

15F06726Q0000250 LYCOMING ENGINE OVERHAULS
#ReferenceQuoter's QuestionsGovernment's Response
1Who supplies the shipping containers?-The company awarded the contract shall provide the shipping containers.
2Should flat tappet engines be converted to roller tappet configuration at overhaul, or remain flat tappet? All of our engines are Roller Tappets. We do not do exchange engines unless there is justification. If we send in an engine and the case halves and the Crankshaft are still within tolerance or can be brought back to tolerance then we shouold get the over haul completed and the same engine shipped back accordingly.
3The PWS requires return of all removed components. Does that include accessory cores - starters, magnetos, fuel injection systems, turbo systems - or only rejected parts? Accessories are sold on an exchange basis, so returning cores to you instead of to the vendor would add significant cost to the overhaul price. If for some reason an engine sent in did not have an accessory removed (by accident or unknowingly) the accessory should be shipped back to the originating destination.

To be installed on the overhauled engine if there is time left on the component. As far as cores such as Starters, fuel injection systems, Turbos the following is true, they can be overhauled or new. Oil Pressure switch new. Fuel Servo Overhauled. Cores can be sent for exchange. Magnetos will be new.

No rejected parts shall be returned.

Awarded contractor shall have the capabilities to overhaul components to retun to within limits

4We are required to identify work performed by subcontractors. If we send a turbo system out to one of our suppliers for overhaul, does that supplier count as a subcontractor? Does the Turbo need to be overhauled.Yes, any work not provided by the prime shall be reported.
5Are PMA parts acceptable if OEM parts are not available in time to meet the 60-day turnaround requirement? If there are no OEM genuine Lycoming parts, contractor shall wait until available and immediately notify the government of the delay.
7Is CLIN 0001 intended to be a standard engine overhaul that includes accessories - starter, magnetos, harness, fuel system, turbo system? Or should those be priced separately under CLIN 0002?Price under CLIN 0001
8Over and Above work would normally cover rejected major components such as a crankshaft or crankcase. How should we fill in CLIN 0003?Prior to performing any Over and Above work, the Contractor shall provide a written discrepancy report and firm-fixed-price quotation to the Government for review and approval of necessary fixes.
9Our standard overhaul package does not include the exhaust system. For the TIO-540-AJ1A, should we quote the overhaul without the exhaust system, or include it?Include Exhaust System and turbo.
10On the IO-540-AC1A5 and IO-540-AB1A5, the exhaust system is an airframe component. Since the PWS calls for exhaust provisions for EGT probes, should we add the cost of the exhaust system to these engine quotes?Under this circumstance the exhaust stays with airframe and is inspected and repaired accordingly in house.
11PWS Sec 15Will the Government arrange and pay the freight carrier directly, or is the contractor expected to arrange the shipping and invoice the Government for reimbursement?CLIN X005 - Shipping per engine added to RFQ
12PWS Sec 15Will the Government-furnished engines be delivered in reusable shipping containers or engine stands, and if so, is the contractor permitted to use these same Government-provided containers for the return shipment?Delievered in container provided by awarded contractor.
13PWS Sec 12 & 15In the event of a valid warranty claim, will the Government or the contractor be responsible for the transportation freight costs of shipping the engine back to the repair facility? The awarded contractor shall provide all documentation to the government for shipping on Contractors expense.
14PWS Sections 7.2, 7.3, and 10.1Please clarify when the sixty (60) calendar-day turnaround period begins (e.g., upon physical receipt of the engine, receipt of complete maintenance records, or Government authorization to proceed). Additionally, if Over & Above (O&A) work requires Government review and written approval, will the turnaround period be suspended while awaiting the Government's response? If so, is there an expected Government response timeframe for reviewing discrepancy reports and approving or rejecting O&A quotations?Yes, 60 calendar days from receipt of engine received at contractor's facility. Contractor shall provide a standard overhaul in the 60 calendar days turnaround. However, for O&A, this is suspended until the government makes final decision based off discrepancy reports
15PWS Section 6.1In the event that a required Lycoming OEM part is unavailable or subject to extended manufacturer backorders, what is the Government's process for requesting and obtaining Contracting Officer authorization to use an FAA-approved Parts Manufacturer Approval (PMA) replacement part, if acceptable? No, FAA PMA replacement is acceptable. The government shall accept delay based upon documentation provided.
16Are the electronic magnetos required by the FBI configuration to be included in the standard overhaul firm-fixed-price under CLIN 0001, or will they be requested and priced separately under Engine Accessory Parts (CLIN 0002)?TIO-540-AJIA shall have a single magneto and electric magneto installed.
17PWS Section 9 & 11Does the Government intend to send a representative to the contractor's facility to physically witness the test cell runs, or is the submission of the test cell run report (as required in PWS Section 9) sufficient for final acceptance?Yes, the test run cell report is sufficient; however, the government reserves the right to make on-site visits.
18PWS Section 8 & 9Will the contractor be required to make physical, handwritten entries into the original bound engine logbooks prior to return shipment, or is providing the FAA Form 8130 and applicable compliance listings as separate deliverables sufficient?A new log book shall be provided per engine overhaul with all applicable documents for Overhaul-Continue time or Factory rebuild-zero time (where applicable).
19PWS Section 15Should hazardous material handling and environmental disposal fees be absorbed into the base Firm-Fixed-Price for CLIN 0001, or can they be itemized as a separate fee on the quote or subsequent invoices?Yes, pricing is all inclusive for CLIN X001
25If an engine is torn down and inspected, but the Government elects not to proceed with the overhaul, how will the contractor be compensated for the teardown and inspection labor? Will the Government consider adding a dedicated "Teardown and Evaluation" CLIN for engines deemed BER?Pricing spreadsheet updated CLIN X004 for BER; however awarded contractor shall provide all applicable documents that includes final disposition of engine for beyond economic repair. Government reserves the right to authorize contractor to keep engine in lieu of cost of BER.
27Please confirm which Lycoming engine model corresponds to each pricing-schedule aircraft line—Cessna 182, Cessna 206H, and Cessna T206H—and identify whether more than one engine model or configuration may apply to any listed aircraft type?Pricing Spreadsheet has been revised and uploaded.

Provide pricing for overhaul of the engines on the spreadsheet (after award the pricing shall be included on the awarded contract

20PWS Section 7 & RFQ CLIN 0003To expedite minor discrepancy approvals and prevent Turnaround Time delays, will the Government include a pre-funded Not-To-Exceed (NTE) line item on individual Blanket Purchase Agreement (BPA) calls, or will each Over & Above instance require a separate contract modification prior to proceeding?CLIN X003 states: Prior to performing any Over and Above work, the Contractor shall provide a written discrepancy report and firm-fixed-price quotation for Government review and approval. No Over and Above work shall be performed without written authorization from the Contracting Officer or authorized Ordering Official.
31PWS Sections 3(g) & 9(c)Please clarify the exact FAA return-to-service documentation required for each completed engine, including whether the Government specifically requires FAA Form 8130-3 and the required issuance status for new, repaired, or overhauled components.Awarded contractor shall provide 8130-3 on the status of the engine; refer to PWS Section 9
21Is there an Economic Price Adjustment (EPA) mechanism built into the BPA to account for annual manufacturer price increases on Lycoming OEM parts, or should offerors assume all proposed prices remain firm throughout the ordering period?Government shall consider EPA with applicable documentation; however proposed prices shall account for escalation
22PWS Section 10.1 & Solicitation Instructions (Acquisition Overview / Ordering)Please clarify the maximum number of engines the Government anticipates issuing concurrently under one or more BPA Calls. If multiple engines are inducted simultaneously, will deliveries be staggered, and will the sixty (60) calendar-day turnaround requirement apply independently to each engine based on its individual date of receipt?Refer to Instructions to Quoters Section 1.3 BPA structure
39After issuance of an individual BPA Call, how much advance notice will normally be provided before the engine is shipped, and may the contractor decline a call based on documented capacity limitations?Notice shall be provided notice at a minimum 30 business days
23RFQ Section 3.1 & 3.2.1If multiple quotations receive the same technical rating, will the Government apply any additional evaluation factors or tie-breaking methodology to determine the successful quoter?Refer to Instructions to Quoters Section 3: Factor 3 - Price
24RFQ FAR 52.219-14If the prime contractor is a small business but subcontracts the physical overhaul labor to a "similarly situated" small business holding the required FAA Part 145 repair station certificate, does the Government view this approach as fully compliant with the 50% threshold requirement?Prime has to hold the FAA 145 certificate; please refere to PWS Section 10.3 and 11
26RFQ Section 2.3 & Attachment 2Can the Government please provide an updated Pricing Spreadsheet that includes designated fields for Quoters to provide their pricing and/or methodologies for CLINs 0002 and 0003? Alternatively, should offerors submit their pricing methodology for CLINs 0002 and 0003 as a separate, Contractor-formatted document?Pricing spreadsheet has been updated. See below:
