About this opportunity
The Department of the Interior National Park Service Northeast Region seeks elevator maintenance, inspection, and UPS battery installation services at Lowell National Historical Park in Lowell, Massachusetts, with quotes due May 15, 2026 at 12:00 p.m. ET. This is an RFQ for a Firm-Fixed-Price Purchase Order with Time & Materials line items, not a set-aside procurement.
Place of performance spans five park locations: Boott Mill #6, Counting House, Kirk Street HQ, Mogan Cultural Center, Wannalancet Mills, and Market Mills Visitor Center. Services cover six elevators and two wheelchair lifts across these sites. The contractor must provide monthly preventive maintenance, annual state or independent certification inspections, and qualified elevator inspector (QEI) inspections in compliance with ANSI A17.1, ANSI A17.2, and ASME QEI standards. Work includes standard adjustments, cleaning, lubrication, light bulb replacement, car leveling, and bell/horn repairs. The contractor must maintain 24/7 service availability with four-hour emergency response and same-day routine response if called before 3:00 p.m. All work requires COR approval and NPS escort for access to historic properties; no alterations to historic fabric are permitted without written COR approval.
Unscheduled maintenance is priced on Time & Materials basis with a $20,000 annual not-to-exceed limit. Labor rates must comply with Service Contract Act wage determinations for Middlesex County, Massachusetts (Wage Determination 2015-4035, Revision 33), with separate pricing required for straight time (Monday–Friday, 7:30 a.m.–4:00 p.m.), regular overtime (Monday–Friday, 4:00 p.m.–8:00 a.m.), and premium overtime (weekends and holidays). UPS battery installation at four elevators requires TPV series Prevent Elevator Entrapment Battery Units (Reynolds & Reynolds Electronics or approved equal) with installation within 12 weeks of award and one-year warranty on parts and labor. Period of performance is June 1, 2026 through May 31, 2027 with one option year. Evaluation criteria are Technical Capability (minimum five years' elevator and ADA lift experience plus minimum two years' UPS battery installation experience), Past Performance (three examples from the past five years of similar scope), and Price. Offerors must acknowledge Amendment 0001 (effective May 11, 2026) by the quotes deadline or face rejection. Questions were due May 8, 2026. NAICS 238290, PSC J063.
