About this file

This is a Request for Information (RFI) document containing six questions and answers regarding an elevator and lift maintenance contract.

The contract requires contractors to pay prevailing wages in accordance with Service Contract Act Wage Determinations 2015-4035 for Middlesex County, with documentation of employee pay available upon request but not required in a specific format or timeframe. Routine service callbacks during normal business hours are covered under the base contract unless the issue falls outside contract scope or results from excluded conditions, while callbacks outside normal hours may be billed at applicable overtime or premium labor rates. If a component becomes obsolete and a direct replacement is unavailable, procurement and installation of an appropriate replacement or upgraded component shall be treated as a separately billable repair requiring Government approval. Bid submission requires six documents in order: completed pricing schedule/bid form, signed amendments, technical proposal with past performance references, completed representations and certifications (FAR 52.212-3), proof of licensing and applicable certifications, and certificate of insurance.

Preventive maintenance shall be performed monthly for passenger elevators, freight elevators, and wheelchair lifts/vertical platform lifts unless otherwise noted in the equipment schedule, in accordance with applicable code requirements and manufacturer recommendations. Annual Category 1 safety testing is included within the base maintenance contract pricing, while Category 5 full-load testing (five-year interval) shall be treated as separately billable work unless otherwise specifically identified in contract documents.

RFI 1-6

RFI 1 - Certified Payroll Requirements Could you please confirm whether certified payroll reporting is required for this contract? If so, are there any specific formats, submission frequencies, or compliance standards (e.g., prevailing wage documentation) that must be adhered to?

Answer 1 – The contractor is expected to pay prevailing wages in accordance with Service Contract Act Wage Determinations 2015-4035 for Middlesex County. If requested, contractors must provide documentation of employee pay. These are not required to be on a specific form or at a specific timeframe

RFI 2 - Callback Coverage and Billing Structure Please clarify how callback service is to be handled under the contract. Specifically:

o Are all service callbacks performed during regular business hours fully covered under the base contract?

o For callbacks occurring outside of regular hours, are all overtime hours billable at the applicable contract rates?

o Is there any portion of premium time (overtime or double time) that is included in the contract, or is all such time treated as additional billable work?

Answer 2 –

• All routine service callbacks occurring during normal business hours are to be covered under the base contract, unless the issue is determined to be outside the contract scope or caused by excluded conditions.

• Callbacks occurring outside normal business hours may be billed at the applicable contract overtime or premium labor rates identified in the contract pricing schedule.

RFI 3 - Obsolescence and Replacement of Non-Available Parts In the event that a component fails and a direct replacement is no longer available due to obsolescence, please confirm whether the procurement and installation of a suitable replacement (including upgraded or redesigned components) would be treated as a billable repair outside the base contract scope.

Answer 3 - If a component has become obsolete and a direct replacement is no longer commercially available, the procurement and installation of an appropriate replacement, upgraded component, or redesigned system component shall be treated as a repair outside the base contract scope and may be billed separately upon Government approval.

RFI 4 - Bid Docs

Please list all documents needed for proper bid submission. Specifically, please list each document needed for proper submission, in order.

Answer 4 – Please refer to (IX) FAR 52.212-2, Evaluation for requirements for Technical Capability narrative and past performance. Contractor must submit:

1. Completed pricing schedule/bid form

2. Signed amendment(s)

3. Technical proposal, including past performance references

4. Completed representations and certifications (52.212-3)

Vendors are responsible for reviewing the complete solicitation package to ensure all required documents are included at the time of submission.

RFI 5 - State Testing Requirements (Category 1 & Category 5) Please confirm whether both the annual safety testing (Category 1) and the five-year full load testing (Category 5) are to be included within the maintenance contract price, or if either (or both) are to be treated as additional billable services.

Answer 5 - The annual Category 1 testing shall be included within the base maintenance contract pricing. Category 5 full-load testing shall be treated as separately billable work unless otherwise specifically identified in the contract documents.

RFI 6 - PM frequency

Answer 6 - Preventive maintenance frequencies are as follows unless otherwise noted in the equipment schedule:
