About this opportunity
The Department of State, US Embassy Mexico, seeks a contractor to perform preventive maintenance services on the facility's low-voltage switchgear (up to 480v) in Mexico City, with proposals due July 2, 2026, and questions due June 18. Place of performance is Mexico City, CDMX, Mexico, at the New Embassy Compound (Presa Angostura 225, Irrigacion, 11500). The contractor must provide annual preventive Tier II maintenance services for 14 Schneider Electric ASCO 7000/400 Series low-voltage switchgears and one Automatic Transfer Switch (ATS), including visual and mechanical inspections, testing, cleaning, connection verification, and breaker exercising. All labor, tools, materials, and qualified personnel are contractor-furnished. Licensed electricians must have documented experience in switchgear maintenance, preferably with Caterpillar/Schneider equipment; the contractor must be an authorized Caterpillar service provider and hold valid REPSE registration (Mexican firms) or general contractor licenses (U.S. firms). Routine maintenance visits must be scheduled with minimum ten business days' advance notice during standard working hours (8 AM–5 PM, Monday–Friday, excluding U.S. and Mexican holidays).
The performance period is a base year plus four optional one-year periods, for a potential five-year total. Pricing is submitted as cost per unit. U.S. firms may submit in U.S. dollars; Mexican and other foreign firms must submit in Mexican pesos unless they maintain a U.S. dollar bank account; VAT applies to Mexican companies but not U.S. firms. The contractor must submit comprehensive safety and job hazard analysis plans, proof of CAT OEM authorization, organizational charts, personnel certifications, equipment lists, and either ISO 9001 certification or a detailed Quality Assurance Plan. Maintenance reports must be submitted within three business days of completion with photographic documentation, infrared testing results, and signed checklists. Invoices are submitted electronically through the Embassy's ILMS Vendor Portal within 30 days of service completion. Offerors must be registered in SAM.gov at the time of proposal submission; failure to register renders the proposal non-responsive. A site visit is scheduled for June 10, 2026, at 11:00 AM Mexico City time. Amendment 0001, issued June 24, 2026, added Attachment J (Single-line Diagrams of Electrical Installations) for three electrical systems; diagrams are available upon request via email to MexicoCityGSOSolicitations@groups.state.gov by June 26, 2026, before 12:00 hours local time. The U.S. Embassy in Mexico City requires a contractor to perform preventive maintenance services of the facility's electrical low voltage (up to 480v) switchgears to eliminate system malfunction, breakdown and detererioration when unites are activited/running throughout the contract period.
The anticipated performance period is for a base year plus a 4-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Government may award the contract based on the initial offer without discussion.
The Government is planning a Site Visit and the date for this visit will be stated in the solicitation.
Pursuant to FAR 4.1102(a) Offerors must be registered in SAM at the time an offer is submitted in order to comply with the annual representations and certifications requirements. Failure to be registered at the time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation requirements and no further consideration will be given. Therefore, you are encouraged to complete the registration process and have an active account in sam.gov prior to proposal submission.
