About this opportunity

The Department of the Navy Naval Sea Systems Command seeks prototype development of Low Profile Mast Type 24 Mod 1 and Rotational Module components for AUKUS submarine systems, with Phase I white paper submissions due October 20. Awards will be made through Other Transaction Agreements under Title 10 U.S.C. 4022, with potential for one or more prototype projects.

Eligibility requires at least one nontraditional defense contractor or nonprofit research institution participating significantly, or all significant participants being small businesses or nontraditional contractors, or non-Federal sources funding at least one-third of total project costs. Businesses with U.S., United Kingdom, or Australian ownership may access all restricted technical documents; foreign-owned businesses may participate through teaming arrangements with eligible partners but must obtain necessary clearances to access Controlled Unclassified Information materials.

The Low Profile Mast must deliver mission-critical all-weather imaging, infrared imaging, and RF processing via the AN/BVY-1 Integrated Submarine Imaging System while minimizing radar and optical signatures, with prototyping and testing completion within 36 months. The Rotational Module must achieve form-fit-function compatibility with existing configurations and support mast module rotation within 24 months. Primary attributes for both include design for maintainability, reliability, manufacturability, and repairability exceeding Top-Level Requirements Documents; significantly lower unit costs than competing solutions with potential company cost-sharing; and Government Purpose Rights data rights under DFARS 252.227-7013 and 252.227-7014.

Phase I submissions (maximum 5 pages) must include white paper, placemat, and cost estimates for prototype and two pre-production units, classified up to CUI level. Phase II invites selected companies to in-person pitches. Phase III selects meritorious companies for full Prototype Proposals with detailed cost breakdowns, followed by price negotiation. The Government will not reimburse Phase I or Phase II costs. Prime contractors must maintain personnel and Facility Security Clearance commensurate with SECRET-level access and register in SAM and WAWF prior to award. NAICS 334511, PSC 1240.
