About this file
This is a Terms of Use Agreement (TOUA) for accessing controlled information related to Sources Sought Notice N00024-26-R-6215 issued by the Naval Sea Systems Command (NAVSEA).
The agreement governs access to UNCLASSIFIED documents designated as Controlled Unclassified Information (CUI) or For Official Use Only (FOUO), which may contain export-controlled technical data subject to the Arms Export Control Act and International Traffic in Arms Regulation (ITAR). Access is restricted to direct employees of the requesting firm who possess appropriate security clearances and a valid need-to-know for involvement with the sources sought effort. Disclosure to foreign nationals is prohibited regardless of clearance status. All information requires PMS435 approval for further dissemination, and unauthorized disclosure is subject to criminal penalties. Recipient firms must maintain detailed copy and destruction logs documenting all disclosures and must destroy all original documents and copies within 30 days of the sources sought posting submission date using Government-approved destruction methods. Destruction confirmation and logs must be provided to the Contracting Officer within seven days of completion. The firm's access may be terminated if the Government determines that log collection is inadequate. Signed acknowledgment by both an authorized corporate representative and Facility Security Officer is required, with the completed TOUA to be returned via email to the designated NAVSEA points of contact: caryl.a.williams.civ@us.navy.mil, jada.n.williams11.civ@us.navy.mil, and timothy.h.nguyen.civ@us.navy.mil. The agreement includes a recipient identification section requiring submission of business credentials, facility clearance levels, storage capabilities, and security manager contact information.
