About this file
This is an Area of Interest (AOI) solicitation for prototype development of submarine systems under the AUKUS partnership. The Submarine Electromagnetic Systems Program Office (PMS435) seeks industry solutions to design, develop, and demonstrate next-generation variants of the Low Profile Mast (LPM) Type 24 Mod 1 and the Rotational Module (RM) component. The Government intends to award one or more prototype projects through Other Transaction Agreements (OTA) under 10 U.S.C. § 4022 authority.
The LPM must provide mission-critical all-weather imaging, infrared imaging, and RF processing capabilities for fleet submarine classes via the AN/BVY-1 Integrated Submarine Imaging System (ISIS) while operating at periscope depth and on the surface while minimizing radar and optical signatures. The LPM must support multiple functional capabilities including visual and mid-wave infrared imaging, ARF radar, radar early warning, GPS navigation, VHF Marine Band communications, automatic identification systems, Iridium connectivity, and sensor interchangeability with MT1 or Type 24 masts without hardware changes. The RM is a form-fit-function component that must be compatible with existing RM configurations and integrate with Low Profile Photonics Mast (LPPM), LPM Type 20, and LPM Type 24 configurations to rotate mast modules and sensors using a Universal Modular Mast (UMM). Primary attributes for both solutions include design for maintainability, reliability, manufacturability, and repairability exceeding Top-Level Requirements Documents (TLRD); LPM prototyping and testing completion within 36 months; RM prototyping and testing completion within 24 months; significantly lower unit costs than competing solutions with potential company cost-sharing; and Government Purpose Rights (GPR) data rights under DFARS 252.227-7013 and DFARS 252.227-7014. Secondary attributes for LPM include production scale-up to ten units annually within 36 months, enhanced capabilities such as single head windows, short-wave infrared, laser range finders, passive radar direction finding, electronic warfare coverage, submarine simultaneous transmit and receive capabilities, and non-rotating designs. Secondary attributes for RM include production scale-up to twelve units annually within 24 months and enhanced capabilities exceeding TLRDs.

Attachment 2: Low Profile Mast and Rotational Module
Component Area of Interest
Problem Statement:
Team Submarines, Australia, United Kingdom, and United States (AUKUS), International &
Systems (AI&S), Submarine Electromagnetic Systems Program Office (PMS435) seeks industry solutions to accelerate the design, development, and demonstration of a next-generation variant of the Low Profile Mast Type 24 Mod 1 (LPM) and the Rotational Module (RM) component to address several key operational needs. PMS435 intends to address these needs by partnering with industry to prototype alternative solutions that provide enhanced LPM and RM capabilities.
This is a competitive Area of Interest (AOI) seeking solutions for innovative technologies that accelerate the attainment of defense capabilities. It is intended that this AOI will result in the award of one or more prototype projects.
The primary purposes and technical specifications of these systems include:
System Operational Purpose & Capabilities
LPM
Provides mission critical (MC) all-weather and infrared imaging, and radio frequency (RF) processing for fleet submarine classes via the AN/BVY-1 Integrated
Submarine Imaging System (ISIS) while operating at periscope depth (PD) and on the surface, all while minimizing radar and optical signatures.
RM
Serves as a critical component within the legacy LPM (and potentially within the
Type 24 Mod 1) designed specifically to enable the rotation of the sensors hosted within the mast.
To execute this initiative, PMS435 intends to utilize Other Transaction Agreement(s) (OT) under the OT Authority of 10 U.S.C. § 4022 to partner with one or more industry participants who qualify under 10 U.S.C. § 4022(d).
Technical Solutions:
This AOI offers industry the opportunity to identify technical solutions for distinct problem sets.
PMS435 desires technically mature solutions that will address up to two operational needs: the
LPM and/or the RM. Please refer to Attachment 3: AOI Guidance prior to submitting a technical solution against this AOI.
LPM and RM Solution Descriptions:
The LPM and RM solution descriptions listed below provide the capabilities and requirements to address operational needs.
Solution 1: LPM
PMS435 seeks to address the need for an LPM that provides the following capabilities:
Solution 2: RM Component
PMS435 seeks a form-fit-function RM solution that is compatible with the existing RM and integrates with Low Profile Photonics Mast (LPPM), LPM Type 20, and LPM Type 24 configurations to rotate the modules, including mast sensors, using a Universal Modular Mast
(UMM).
LPM and RM Solution Attributes:
LPM and RM technical solutions should satisfy UNCLASSIFIED Top-Level Requirements
(TLR) in the Top-Level Requirements Documents (TLRD) and Verification Guides, as provided in Attachments 4, 5, 6, and 7 to this AOI.
PMS435 will distribute Classified Annexes to the TLRDs to those Companies invited to participate in Phase II. Companies invited to Phase II must be eligible to receive Classified information.
The following primary (highly desired) attributes apply to LPM and RM solutions, unless otherwise specified:
LPM & RM Primary (strongly desired) Attributes
• Design for Maintainability, Reliability, Manufacturability, and Repairability: The technical solution exceeds the requirements of the relevant TLRD for design for maintainability, reliability, manufacturability and repairability.
• Prototyping Readiness: For LPM only, the Company details a schedule to design, prototype and test its technical solution in less than 36 months. For RM only, the Company details a schedule to design, prototype, and test its technical solution in less than 24 months.
• Affordability and Company Investment: The Company’s estimated unit costs for prototyping are significantly lower than other technical solutions. The Company may offset costs to the Government by proposing a non-Government cost share.
• Data Rights: The Company provides, at a minimum, the equivalent of Government Purpose
Rights (GPR), as defined under DFARS 252.227-7013 and DFARS 252.227-7014, for technical data, software, and software documentation that allows the Government to sustain, maintain, repair, test, and operate the technical solution.
The following secondary (strongly desired) attributes apply only to LPM solutions:
LPM ONLY Secondary (strongly desired) Attributes:
• Ability to Scale Production: The Company has, or plans to obtain, the facilities, labor, tooling, equipment, and other resources necessary to produce up to ten (10) LPM units annually by 36 months after initial Prototype OT award.
• Enhanced Capabilities: The technical solution incorporates meaningful capabilities that significantly exceed TLRs. Integration of one or more of the following capabilities in the
Company’s technical solution is favorable:
o Single head window o Short Wave Infrared (SWIR) o Laser Range Finder (LRF) o Passive Radar Direction Finding (DF) o Electronic Warfare (EW) Coverage from Direct Current (DC) to Daylight o Submarine Simultaneous Transmit and Receive (SUBSTAR) Capabilities o Non-Rotating Design
• RM Compatibility: The LPM technical solution is compatible with the Government’s current RM configuration.
The following secondary (strongly desired) attributes apply only to RM solutions:
