About this opportunity
The Department of the Navy Strategic Systems Programs announced the third annual refresh of a Long Range Broad Agency Announcement for science and technology proposals supporting the Undersea Security Program, with white paper submissions accepted through August 10, 2027, under BAA N00030-26-S-7002 (Amendment 01, effective August 24, 2026). All businesses are eligible; Federally Funded Research and Development Centers, Navy laboratories, and Department of Defense laboratories are ineligible as prime contractors but may participate in teaming arrangements. SSP seeks long-range research across three focus areas: studies, analysis, and assessments supporting submarine evolution planning and undersea warfare strategies including war-game design, modeling and simulation, sensor and weapons system evaluation, and technology impact analysis; technology innovations for submarine and unmanned undersea system survivability addressing acoustic, chemical, optical, electromagnetic, radiological, hydrodynamic, and cyber signal mitigation within less-than-10-year and greater-than-10-year horizons; and novel systems engineering methodologies for next-generation maritime strike architectures and complex system-of-systems integration modeling. White papers are limited to five pages and must be submitted to christopher.gaines@ssp.navy.mil and david.shriner@ssp.navy.mil. Awards will be made as procurement contracts with funding and performance periods varying by technology area. Selection emphasizes overall scientific and technical merit, Naval relevance, intellectual property protection, and funds availability. Offerors must register in SAM.gov prior to submission. Large businesses and nonprofits proposing awards exceeding $900,000 must submit FAR/DFARS-compliant subcontracting plans to maximize small business participation. Cost sharing is not required. NAICS codes are 541715 (1,000-employee threshold) and 541330 ($47 million threshold).
