About this opportunity

The Naval Research Laboratory seeks innovative research proposals addressing basic and applied research topics through a Broad Agency Announcement, with white papers due December 30, 2026. This is a competitive BAA under FAR 6.302(d) with no set-aside; the Government reserves the right to select all, some, or none of proposals received.

Place of performance is Washington, DC. Awards will take the form of contracts, grants, cooperative agreements, or other transactions as appropriate. The NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences; PSC is AJ11, General Science and Technology R&D Services.

The BAA employs a two-phase submission process. Prospective offerors first submit a white paper including a rough cost estimate to the email address identified in individual summary topics. If the Navy expresses interest, offerors are invited to submit a formal proposal. The Naval Research Laboratory particularly encourages submissions from educational institutions, small businesses, small disadvantaged businesses, historically black colleges and universities, and minority institutions.

Evaluation prioritizes the relative merit of each proposal's technical approach based on scientific review. Business and contractual aspects, including proposed cost and cost realism, will also be considered. Selection will be based on potential benefits to the Government weighed against proposal cost in view of available funds. Complete BAA details, proposal preparation instructions, award considerations, and evaluation criteria are available at https://www.nrl.navy.mil/Doing-Business/Contracts/Broad-Agency-Announcements/. Amendment 0006, posted June 24, 2026, adds Summary Topic 61-24-06 addressing fluorine-free foam compatibility with non-aspirating sprinkler nozzles on Navy surface combatants; proposals should address improved aspirated nozzle design, retrofit kits for existing nozzles, or pre-aspiration capability in inlet piping.
