II. DETAILED INFORMATION ABOUT THE RESEARCH OPPORTUNITY

A. Program Description –

SSP is interested in receiving proposals for Long-Range S&T Projects that offer potential in support of the Undersea Security Program. Readers should note that this is an announcement to declare SSP’s broad role in competitive funding of meritorious research across a spectrum of science and engineering disciplines.

Focus Area #1: A Navy objective for this BAA is to focus on research and development services involving studies, analysis and assessments addressing a broad variety of areas such as Tactical Submarine Evolution Plan and Integrated Undersea Future Investment Strategy. Areas of research include 1) War-game design, development, planning, execution, and analysis in support of current and future undersea and seabed warfare capabilities and operations to support future technology decisions, capabilities and strategies 2) Modeling and Simulation (M&S) and other analytical capabilities to inform the development of strategic plans, capabilities, and mitigation options as well as identify technical and programmatic risks, 3)Studies to evaluate sensors, signatures, weapons systems, and platforms (both manned and unmanned), 4) Analysis of the impact of new technology to in-service and future submarine operations in the presence of adversaries using kinetic and non-kinetic affects, 5) Studies to evaluate maintainability and supportability of technology recommendations. These studies, analyses, and assessments may be extended in support of allied nation submarine programs.

Focus Area #2: A Navy objective for this BAA is to focus on technology ideas that can impact the survivability of submarines and unmanned undersea systems. Technologies with both near term (<10 years) and far term (>10 years) implications will be considered. Focus Area #2 of this BAA concentrates on 1) improving the understanding of the generation, radiation, propagation, and scatter of a variety of signal types (acoustic, chemical, optical, electromagnetic, radiological hydrodynamic, and cyber) associated with submarine and unmanned system operations, to include both peacetime and wartime operations; 2) technology that may mitigate these same phenomena;

3) Analytic tools, techniques, and processes which can be used to evaluate undersea manned and unmanned system survivability against kinetic and non-kinetic affects during peacetime and wartime mission scenarios; 4) identification and evaluation of technology trends (near and far term) and how these impact undersea security. These studies, analyses, and assessments may be extended in support of allied nation submarine programs.

B. Federal Award Information

1. Eligibility for Competition. Proposals for supplementation of existing projects are eligible to compete with applications for new Federal awards under this BAA.

2. Contracted Fundamental Research. With regard to any restrictions on the conduct or outcome of work funded under this BAA, SSP will follow the guidance on and definition of “contracted fundamental research” as provided in the Under Secretary of Defense (Acquisition, Technology and Logistics) Memorandum of 24 May 2010.

As defined therein, the definition of “contracted fundamental research,” in a DoD

BAA-7

contractual context, includes research performed under contracts that are (a) funded by RDT&E Budget Activity 1 (Basic Research), whether performed by universities or industry or (b) funded by Budget Activity 2 (Applied Research) and performed on campus at a university.

SSP will place no restriction on the conduct or reporting of unclassified “contracted fundamental research,” except as otherwise required by statute, regulation or executive order. The research shall not be considered fundamental in those rare and exceptional circumstances where the applied research effort presents a high likelihood of disclosing performance characteristics of military systems or manufacturing technologies that are unique and critical to defense, and where agreement on restrictions have been recorded in the contract. For certain research projects, it may be possible that although the research being performed by the prime contractor is restricted research, a subcontractor may be conducting “contracted fundamental research.” In those cases, it is the prime contractor’s responsibility in the proposal to identify and describe the subcontracted unclassified research and include a statement confirming that the work has been scoped, negotiated, and determined to be fundamental research according to the prime contractor and subcontractor.

3. Funded Amount and Period of Performance. The funded amount and period of performance of each proposal selected for award may vary depending on the technology area and the technical approach to be pursued by the offeror selected.

4. Instrument Type:

Procurement Contract(s). A legal instrument, consistent with 31 U.S.C.

6303, which reflects a relationship between the Federal Government and another entity/contractor when the principal purpose of the instrument is to acquire property or services for the direct benefit or use of the Federal Government.

A Federal awarding agency may not make a Federal award to an offeror until the offeror has complied with all applicable UEI and SAM requirements and, if an offeror has not fully complied with the requirements by the time the Federal awarding agency is ready to make a Federal award, the Federal awarding agency may determine that the offeror is not qualified to receive a Federal award and use that determination as a basis for making a Federal award to another offeror.

4. Other Submission Requirements: See Appendix 1 for proposal instructions.

5. Award Criteria. Awards under this BAA will be made in accordance with FAR 35.016(e). The primary basis for selecting proposals for acceptance will be technical merit, importance to agency programs, and funds availability. To the extent appropriate, cost realism and reasonableness will also be considered when selecting proposals. SSP reserves the right to request and require any additional information and documentation after it makes the type of award instrument determination. SSP reserves the right to remove Offerors from award consideration when the parties fail to reach agreement on award terms, conditions, and cost/price within a reasonable time, or when the Offeror fails to timely provide requested or required additional information.

Offeror’s white papers and full proposals will be evaluated against the following criteria:

a. Overall scientific and technical merits of the proposal and responsiveness to the topic, i.e., the degree of innovation, soundness of technical concept, Offeror's awareness of the state of the art and understanding of the scope of the problem, significance and originality of the

BAA-12

technical approach and effort needed to address/solve the problem, and anticipated scientific impact within the field. The following areas will also be considered:

i. The Offeror’s (A) capabilities, related experience, facilities, techniques or unique combinations of these that are integral factors for achieving the proposal objectives, and

(B) the qualifications, capabilities and experience of the proposed Principal Investigator (PI), team leader and key personnel who are critical to achieving the proposal objectives.

ii. Potential Naval relevance and contribution to the Undersea Security Program and Department of Navy’s mission. As part of the Naval relevance criteria, in accordance with the National Defense Authorization Act (NDAA) for FY 2019, Section 1286, as amended by Section 1299C of the NDAA for 2021, SSP will consider the protection of intellectual property, controlled information, key personnel, and information about critical technologies relevant to national security and limit undue influence, including foreign talent programs by countries that desire to exploit United States’ technology within the DoD research, science and technology, and innovation enterprise. Consideration will be given to improper technology transfer, intellectual property theft, or cyber or human espionage, entities known to recruit foreign individuals for the purpose of transferring knowledge, provide misleading information or attempt to conceal the connections of an individual or institution or pose a serious risk of improper technology transfer of data, technology, or research that is not published or publically available.

iii. The availability of funds. (Not applicable to white papers.) In addition, per

NDAA 2021 Section 1062, beginning October 1, 2024, DoD may not fund institutions of higher education (as defined by 20 USC 1002) that host a Confucius Institute, other than amounts provided directly to students as education assistance, unless a waiver is provided. A Confucius Institute is defined as a cultural institute directly or indirectly funded by the Government of the People’s Republic of China.

Criteria i, ii and iii are equally important.

6. Review and Selection Process

a. Evaluation

Proposals will not be evaluated against each other since they are not submitted in accordance with a common work statement. SSP’s intent is to review all proposals received as soon as possible after they arrive; however, proposals may be reviewed periodically for administrative reasons.

The ultimate recommendation for award of proposals is made by the Undersea Security Program’s scientific/technical community. Recommended proposals will then be forwarded to the SSP Contracts office. The SSP Contracting Officer will provide a notification that a full proposal has been recommended. Any notification

BAA-13

received from SSP that indicates that the Offeror's full proposal has been recommended does not ultimately guarantee an award will be made. This notice indicates that the proposal has been selected in accordance with the evaluation criteria stated above and has been sent to the Contracting Department to conduct cost analysis, determine the offeror's responsibility, to confirm whether funds are available, and to take other relevant steps necessary prior to making an award.

When applicable, certain offerors may be required to demonstrate compliance/the ability to comply with enhanced cybersecurity requirements prior to award. Refer to Appendix 1, Federal Award Administration Information, of this BAA for information.

b. Commitment to Small Business

The Strategic Systems Programs is strongly committed to providing meaningful prime and subcontracting opportunities for small businesses, small disadvantaged businesses (SDBs), woman-owned small businesses (WOSBs), historically underused business zone (HUB Zone) small businesses, veteran-owned small business (VOSBs), service disabled veteran-owned small businesses (SDVOSBs), historically black colleges and universities, and minority institutions, and other concerns subject to socioeconomic considerations through its awards.

Businesses unfamiliar with doing business with the Government and that require assistance may contact the state-specific Department of Defense (DoD) Procurement Technical Assistance Center (PTAC). DoD PTACs serve as a resource for businesses pursuing and performing under contracts with DoD, other federal agencies, state and local governments and with government prime contractors. Assistance provided by the PTACs is usually free of charge. PTAC support includes registration in systems such as SAM, identification of contract opportunities, understanding requirements, preparing, and submitting proposals.

The PTACs have a presence in each state, Puerto Rico and Guam.

i. Subcontracting Plan:

For proposed contract awards exceeding $750,000, large businesses and non-profits (including educational institutions) shall provide a Subcontracting Plan (hereafter known as ‘the Plan’) that contains all elements required by FAR 19.704, FAR 52.219-9, and as supplemented by DFARS 252.219-7003.

NOTE: Small businesses are exempt from this requirement to submit a subcontracting plan.

The Plan must be submitted as an attachment to the Proposal (or Whitepaper) and will not be included in the page count. If a company has a Master or Individual Subcontracting Plan, as described in FAR 19.701 or a https://www.dla.mil/SmallBusiness/PTAP/PTAC/ https://www.aptac-us.org/

BAA-14

Comprehensive Subcontracting Plan, as described in DFARS 219.702, a copy of the Plan shall also be submitted as an attachment to the Proposal (or Whitepaper).

Plans will be reviewed for adequacy, ensuring that the required information, goals, and assurances are included. FAR 19.702 requires an apparent successful offeror to submit an acceptable Plan. If the apparent successful offeror fails to negotiate a Plan acceptable to the contracting officer within the time limit prescribed by the contracting officer, the offeror will be ineligible for award.

Offerors shall propose a plan that ensures small businesses (inclusive of SDBs, WOSBs, HUBZone, VOSBs and SDVOSBs) will have the maximum practicable opportunity to participate in contract performance consistent with efficient performance.

Offerors shall, to the best extent possible, propose realistic goals to ensure opportunities for small business participation to the maximum extent possible.

The DoD Office of Small Business Program website at:

https://business.defense.gov/ provides current DoD subcontracting goals. If proposed goals do not contain positive goals, or the Small Disadvantaged Business (SDB) goals are below 5%, then the offeror shall include in the Plan a viable written explanation as to why small businesses are unable to be used and what attempts were taken to ensure that small business were given the opportunity to participate in the effort to the maximum extent practicable.
