About this opportunity
The Department of the Army National Guard's 149th Fighter Wing at Joint Base San Antonio-Lackland is procuring multiple Blanket Purchase Agreements (BPAs) for non-personal commercial lodging services near the base in San Antonio, Texas. The solicitation, numbered W50S78-25-Q-CF02, seeks direct contracts exclusively with hotels—third-party vendors are not eligible—to provide single and double occupancy rooms for military personnel during Regularly Scheduled Drill weekends and MAJCOM-mandated field exercises. Prospective contractors must submit a two-page capability statement demonstrating their ability to block off rooms within approved GSA Per Diem Rates and comply with the Performance Work Statement and Terms and Conditions outlined in the attachments. The government will use a best value evaluation process, requesting quotes from multiple BPA holders to determine the lowest-priced options for room availability. The solicitation was posted on September 29, 2025, with an original response deadline of October 7, 2025, and responses must include the contractor's name, physical address, point of contact information, SAM registration verification, and UEI/CAGE numbers.
The procurement includes no small business set-aside designation and represents a new contract opportunity with no incumbent contractor. Each awarded BPA will have an 18-month period of performance with a minimum order value of $1.00 and an established ceiling of $250,000.00, though this ceiling may be increased or decreased at the Contracting Officer's discretion to address evolving needs. The service location is restricted to properties within a 15-mile radius of the 149th Fighter Wing headquarters in San Antonio, Texas. Historical estimates indicate demand for approximately 200 room-nights per month in San Antonio, with additional requirements estimated for Austin (50 nights/month) and El Paso (20 nights/month). According to the Notice of Successful Offerors dated December 3, 2025, four contractors were awarded contracts: Drury Hotels Company, LLC received two awards, while Om Shakti Hospitality LLC and Mahek Hospitality SA LLC each received single awards under contract numbers ranging from W50S78-26-A-A002 to W50S78-26-A-A005.
