About this opportunity

The Department of the Army National Guard is soliciting multiple Blanket Purchase Agreements (BPAs) for commercial lodging services to support the 149th Fighter Wing and other Texas Air National Guard units. The procurement seeks hotel and motel providers capable of delivering single and double occupancy rooms for military personnel during drill weekends, field exercises, and inspections near three Texas military installations: Joint Base San Antonio - Lackland, Camp Mabry in Austin, and Fort Bliss in El Paso. Contractors must demonstrate their ability to provide lodging within GSA per diem rates, maintain 24-hour guest services, ensure rooms meet specific quality standards including security locks and climate control, and comply with all attached performance work statement requirements. The government will evaluate capability statements based on contractors' demonstrated ability to meet all solicitation requirements, with awards made to responsible offerors who can successfully fulfill the lodging needs. The solicitation was posted on May 28, 2025, with a response deadline of June 30, 2025, though the procurement will remain open for the full five-year period to allow continuous contractor consideration.

This procurement does not utilize any set-aside designations and is conducted under full and open competition using simplified acquisition procedures. Each BPA will have a five-year performance period from November 2025 to October 2030, with individual call orders ranging from a minimum of $1.00 to a maximum ceiling of $40,000 per call, though the contracting officer may modify these limits based on operational needs including emergencies or disasters. The master dollar limit for each BPA is set at $1,000,000, with historical estimated monthly room needs of approximately 200 nights in San Antonio, 50 in Austin, and 20 in El Paso. Lodging facilities must be located within a 15-mile radius of each military installation, with the primary locations being San Antonio, Austin, and El Paso, Texas. The procurement falls under NAICS code 721110 for Hotels and Motels with a size standard of $40 million, and contractors must be registered in the System for Award Management (SAM) to be eligible for award consideration.
