About this file
This Performance Work Statement (PWS) outlines a Blanket Purchase Agreement (BPA) for lodging services for the 149th Fighter Wing at Joint Base San Antonio-Lackland and two additional Texas locations. The BPA will provide single and double occupancy commercial lodging rooms for military personnel during drill weekends, field exercises, and inspections within a 15-mile radius of JBSA-Lackland, Camp Mabry, and Ft. Bliss. The agreement has a five-year ordering period from July 1, 2025, to June 30, 2030, with a maximum limit of $25,000 per individual call and a total BPA master dollar limit of $1,000,000.
The solicitation seeks multiple BPA holders who can meet specific lodging requirements, including 24-hour guest services, maintained common areas, room specifications (such as blackout window treatments, security locks, functioning electrical outlets), and compliance with government inspection standards. Contractors must submit a capability statement demonstrating their ability to provide rooms at GSA per diem rates, comply with attached performance requirements, and support the Texas Air National Guard's mission needs. The procurement will be conducted using simplified acquisition procedures under full and open competition, with the North American Industry Classification System (NAICS) code 721110 for Hotels and Motels.

When appointed by the Contracting Officer, Authorized Personnel may serve as a COR and provide technical direction to the contractor as long as that direction is within the scope of this agreement, does not constitute a change, and has no funding implications. However, the contractor must note that there may be instances where personnel are appointed as a COR but not as Authorized Personnel. In such instances, the CORs are limited to providing technical direction to the contractor and are not authorized to place calls against the BPA. The Contracting Officer will furnish the contractor a list of individuals appointed as a COR under this BPA. The contractor shall ensure that it maintains a current copy of CORs provided by the Contracting Officer. C.4.2: The Government will conduct a best value evaluation for each BPA call in accordance with FAR 13.106-2. For each requirement, the Government will request a quote from each BPA holder to confirm pricing (to include any discounts offered) and availability. In the event that the BPA holder offering the lowest priced quote for single and/or double occupancy rooms has limited availability and is unable to provide the total number of rooms requested, the Government will place an additional call with the BPA holder offering the next lowest priced quote and do this until such time that the entire requirement has been satisfied. In the event that BPA holders offer an equal price for single and/or double occupancy rooms, the Government will place the BPA call first with the BPA holder that offers the largest number of rooms (i.e. offers most availability to the government). The Government may elect to award a single BPA call or multiple BPA calls based on the outcome of prices offered in response to its solicitation. This might result in the Government awarding a single BPA call to a BPA holder offering the lowest price for single rooms and another BPA call to a BPA holder offering the lowest price for double rooms. The government will also consider rotations through all BPA holders to ensure fair usage.
C.5: Price List: The contractor shall provide a price list to the Contracting Officer for evaluation, approval, and subsequent inclusion into the BPA. The contractor shall only charge the Government prices identified in the current approved price list. The price list shall remain valid until superseded by another price list approved by the Contracting Officer.
