About this opportunity

The Department of the Air Force Headquarters Air Force Academy is seeking a Local/Long Distance and E911 Telecommunication Services contract to be awarded as a firm fixed-price, single award Blanket Purchase Agreement (BPA). The solicitation requires a contractor to provide comprehensive telecommunications services, including two Session Initiation Protocol (SIP) trunks with diverse routing, supporting local and long-distance calls throughout the continental U.S., Alaska, Hawaii, Puerto Rico, and international locations. Evaluation will be based on three factors: total evaluated price, technical capability, and past performance, with technical and past performance being considered equal in importance when compared to price. Vendors must submit quotes by February 21, 2025 at 2:00 PM MST, with questions due by February 6, 2025, and must be registered in SAM.gov to be considered. The government intends to award without discussions but reserves the right to conduct them if needed.

The contract is a full and open competition under NAICS code 517111 with a size standard of 1500 employees, with no specific set-aside designation. The BPA will have a 3-year ordering period from April 1, 2025 through March 31, 2028, with installation and cutover to be completed by March 31, 2025. The place of performance is the Air Force Academy in Colorado Springs, CO 80840, supporting approximately 9,000 active Direct Inward Dialing (DID) numbers with scalability to 10,000 DIDs. The contract requires supporting two primary buildings (1054 and 5130) with 99.999% uptime and includes provisions for E911 services, Government Emergency Telecommunications Service (GETS), and Telecommunications Service Priority. While no incumbent is specifically named, the contract will replace an existing legacy SL100 PBX Host system currently located in building 4199.
