This is an addendum to FAR 52.212-2 that outlines the evaluation factors for award of a Blanket Purchase Agreement for Local/Long Distance and E911 Telecommunication Services at the Air Force Academy. Past performance will be evaluated using CPARS, FAPIIS, eSRS and other government databases. Offerors must comply with all solicitation requirements, terms and conditions, with no exceptions permitted. The government reserves the right not to make an award based on quote quality and funding availability.

ADDENDUM TO FAR 52.212-2

EVALUATION FACTORS FOR AWARD

1.0. Evaluation.

Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition

Procedures IAW FAR 13.106. Vendor’s submissions will be evaluated based upon the following:

1.1. Basis for Contract Award. This is a competitive acquisition in accordance with FAR part

12 and part 13. The Government will submit an offer in the form of a contract to the quoter that represents the best value to the Government. All quotes submitted will be reviewed for completeness. Quotes that are incomplete or missing information may be considered non-responsive and excluded from the evaluation. The Government will select the awardee that represents the best value based on price, technical, and past performance.

Total Evaluated Price (TEP). Evaluation of proposed pricing will be based on review of all prices provided in Attachment 5 – Local/Long Distance Telecommunications Price List. The

TEP is calculated by the sum of the prices for items 1 thru 3 to include installation and cut over.

Reasonableness must represent a price to the Government a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is based on competitive quotations or offers, but may also be based on techniques described IAW FAR 13.106-3(a).

Unreasonable or unrealistic proposed prices, initially or subsequently, may be grounds for eliminating a proposal from competition on the basis that the Offeror does not understand the requirement. Additionally, unbalanced pricing may pose an unacceptable risk to the

Government and may render an Offeror's proposal ineligible for award. Offers should be sufficiently detailed to demonstrate their price reasonableness, balance, and price realism. The burden of proof for credibility of proposed prices rests with the Offeror.

Past Performance. In conducting the Past Performance evaluation, the Government reserves the right to use information obtained from other sources available to the Government, to include, but not limited to, the Contractor Performance Assessment reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic

Subcontract Reporting System (eSRS), or other databases; the Defense Contract Audit Agency

(DCAA);the Defense Contract Management Agency (DCMA); and interviews with Program

Managers, Contracting Officers, and Fee Determining Officials.

All quotes received will be ranked from lowest to highest total quoted price. An evaluation will be conducted for the five lowest priced proposals. The Government reserves the right to award without interchanges. If none of the lowest priced offerors are evaluated as "best value" considering price, technical, and past performance, the Government reserves the right to add the sixth or higher offerors, if needed.

1.2. Number of Contracts to be Awarded. The Government intends to select one contractor for this Blanket Purchase Agreement acquisition. However, the Government reserves the right not to award an agreement at all, depending on the quality of the quotes and prices submitted and the availability of funds.

1.3. Rejection of Offers. The Government may reject any evaluated quote that fails to adequately address a significant portion of the requirement or terms and conditions.

1.4. Solicitation Requirements (Terms and Conditions). Offerors are required to meet all solicitation requirements such as: terms and conditions; representations and certifications;

PWS requirements; and those identified as factors. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being ineligible for award. Offeror shall take no exception to the solicitation requirements.
