Request for Quote: FA700025Q0030

Local/Long Distance and E911 Telecommunications

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is issued as a request for quotation (RFQ) in accordance with FAR part 12 & part 13 under solicitation number FA700025Q0030. This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-03, Effective 17

January, 2025; DFARS change notice 01/17/2025, Effective 17 January, 2025; and DAFFARS change notice 10/16/2024, Effective 16 October, 2024.

This requirement will be solicited as full and open competition.

The associated North American Industry Classification System (NAICS) code for this project is

517111 with a size standard of 1500 employees. All responsible sources may submit a quote, which if received in timely manner, will be considered by the 10th Contracting Squadron, United

States Air Force Academy (USAFA).

The purpose of this combined synopsis and solicitation is for the delivery of Local/Long

Distance and E911 Telecommunication Services in accordance with the attached Performance

Work Statement (PWS) (Attachment 1) and the BPA Terms and Conditions (Attachment 4). This requirement is anticipated to be awarded as a firm fixed-price, single award Blanket Purchase

Agreement (BPA) with a 3-year ordering period. The full period of performance is 1 Apr 2025-

31 Mar 2028. Installation and cutover is to be completed no later than 31 Mar 2025 with active service 1 Apr 2025.

Prices quoted must be Firm-Fixed Price based on F.O.B Destination.

- In all instances throughout this solicitation, to include the applicable provisions and clauses, any use of the word "proposal" should be understood as "quote." All instances of the word

"offeror" should be understood as "quoter." All instances of the word "award" should be understood as "contract."

- FAR Provision 52.212-1, Instructions to Offerors – Commercial Items (Nov 2021) applies to this acquisition and the attached addendum applies (Attachment 2).

- FAR Provision 52.212-2, Evaluation—Commercial Products and Commercial Services.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

Interchanges: The government intends to award a BPA without interchanges with respective vendors/quoters. The government however, reserves the right to conduct interchanges if deemed in its best interest.

FAR Provision *52.212-3, Offeror Representations and Certifications—Commercial

Products and Commercial Services (May 2024), with its Alternate I (Feb 2024), applies to this acquisition. All vendors must be registered in System for Award Management at https://www.sam.gov/portal/public/SAM/ at the time of Quote submittal.

FAR clause at 52.212-4, Contract Terms and Conditions—Commercial Products and

Commercial Services (Nov 2023), applies to this acquisition with the following Addendum:

Paragraph (c) of this clause is tailored as follows:

Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.

Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.
