Attachment 1 – Performance Work Statement Local and Long Distance Telecommunication Services (L/LTS)

PERFORMANCE WORK STATEMENT (PWS)

DESCRIPTION OF SERVICES / GENERAL INFORMATION

1.1. This is a non-personnel services contract to provide essential Local and Long-Distance Telecommunications Service (L/LTS) to include E911 Services and Government Emergency Telecommunications Services (GETS) supporting the United States Air Force Academy (USAFA), CO. Support shall be provided to the installation 24 hours a day/seven days a week/365 days a year (24/7/365). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Subcontract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2. The contractor shall provide all supervision, personnel, equipment, facilities, materials, supplies, tools, transportation, vehicles and other items and non-personal services necessary to perform Local and Long-Distance Telecommunications Service (L/LTS) to include E911 Services and Government Emergency Telecommunications Services (GETS)as defined in this PWS except for those items specified as government furnished property (GFP) and services. The contractor shall perform to the standards in this contract.

1.3. Historically, the 38th Contracting Squadron (38 CONS) acquired local LTS on behalf of its customer sites using a government driven Statement of Work (SOW), which limited the contractor to providing services using legacy systems and equipment. Due to changes in technology, equipment, and processes, it has become evident that the Government should acquire these services in a performance-based manner, consistent with the principles contained in Air Force Instruction (AFI) 63-138 “Acquisition of Services.

1.4. Contractor Identification. All Contractor personnel shall wear a Government issued badge at all times to identify themselves as a Contractor employee. Contractor employees shall identify themselves as being a Contractor when attending meetings, answering Government telephones, responding to emails and working in other situations where their Contractor status is not obvious to third parties (e.g., clients, vendors, customers, public contacts, etc.) to avoid creating an impression that they are Government officials.

1.5. Dress code. Contractor personnel shall be professional in appearance and suitable for the occasion and environment. In support of some work requirements, the contractor may be required to dress business professional (i.e. funerals, formal USAFA events). These work requirements which require business professional dress may be at the request of the Contracting Officer (CO) or the designated Contracting Officer Representative (COR).

1.6. Threats to General Well Being. The Government reserves the right to direct the removal of Contractor personnel for misconduct or security reasons. This action does not relieve the Contractor from total performance of the program tasks specified herein.

1.7. Hiring of U.S. Government Employees. The Contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest, or the appearance of a conflict of interest. The Contractor shall comply with the Joint Ethics Regulation (JER) in regard to the employment of current and/or former Government employees. The Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives proper approval. The Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106 Air Force Industrial Labor Relations Activities paragraph 3. The Contractor is prohibited from employing off-duty Government COR(s) who are managing any contracts or subcontracts awarded to the Contractor. The abrupt absence of any Contractor personnel does not at any time constitute an excuse for nonperformance under this contract.

1.8. Adverse Weather Conditions. The Contractor shall coordinate with the COR concerning performance of PWS requirements during adverse weather conditions. Delayed reporting or early release (for Government employees) does not relieve the Contractor of PWS performance.

1.9. Contractor/Personal Furnished Vehicles. The Contractor shall furnish all vehicles required to perform the services identified in this PWS.

1.10. Government Furnished Facilities. Contractor shall utilize Government furnished facilities in the performance of this requirement.

1.11. The contractor shall provide reliable local and long-distance telecommunications through two (2) Session Initiation Protocol (SIP) trunks. Additionally, they shall provide Diverse Routing on the 2 SIP Local Exchange Trunks demarked at buildings 1054 and 5130 (See attachment 1 LLTS Map). For the SIP trunk that is demarked in B1054, the Government will provide 2 strands of single-mode fiber from B1054 to B2354 (See attachment 1 LLTS Map). The contractor shall provide all supervision, personnel, equipment, facilities, materials, supplies, tools, transportation, vehicles and other items and non-personal services necessary to perform L/LTS as defined in this SOW except for those items specified as government furnished resources. The Contractor shall provide any equipment, wiring, or infrastructure to ensure the Contractor’s proposed solution is compatible with the Government’s current infrastructure without additional Government expense. Access to the local exchange shall also include operator assistance functions. The Contractor shall follow all Federal Communications Commission (FCC), Public Utility Commission (PUC), Department of Defense (DoD), AF, and industry standards for this requirement. The contractor shall perform to the standards in this contract.

1.12. Background: The contractor shall install, connect, configure and activate two (2) SIP trunks terminating in B2354 and B5130 within 30 days of award (new circuit installation is highly likely and shall be borne solely by the contractor). Specific requirement:

1.12.1. The Contractor shall provide and install transmission equipment and cables for local exchange access and transport service circuits to the Government-provided floor space at the Government demarcation location(s). The Contractor shall connect to Government-provided power connection points and termination frames. The Government does not authorize aerial cable installations.

1.12.2. The Contractor shall provide the following Government line of local commercial communications services for USAFA at cutover. The Government telephone switching system is identified as Nortel CS2100 with the SE9.1 located in B4199 Academy DR, USAFA, CO 80840.

1.12.3. Direct-Inward-Dialing (DID) Directory Numbers

1.12.3.1.1. Exceptions to Direct-Inward-Dialing Numbers. The Contractor shall consult with 10th Communications Squadrons regarding exceptions to direct-inward-dialing.

1.12.4. Contractor Shall Provide Diverse Routing on the 2 SIP Local Exchange Trunks demarked at buildings 1054 and 5130. For the SIP trunk that is demarked in B1054, the Government will provide 2 strands of single-mode fiber from B1054 to B2354. The Contractor shall engineer, furnish, and install the 2 SIP trunk groups to provide 8 Integrated Services Digital Network (ISDN) Primary Rate Interface (PRI) trunk groups to provide local access to the commercial network.

This trunk group shall consist of 4 PRI trunks from each SIP circuit. The groups shall be physically separated to provide for a totally diverse route, independent from shared equipment, and from a single point of failure.

1.12.5. The Contractor shall provide roll over capabilities between the SIP trunks so that in the event of an outage on one of the SIP trunks, all calls will automatically reroute to the alternate SIP trunk. Additionally, if a SIP trunk does experience an outage an Alarm Indication System (AIS) signal must be provided to the 4 PRI circuits of that SIP trunk to facilitate the re-routing of outgoing calls.

1.12.6. The Contractor SIP trunks shall support local and long distance calls to/from anywhere in the continental United States and the +1 international calling code area to include Alaska, Hawaii, and Puerto Rico.

1.12.7. The Contractor SIP trunks shall support international calls outside the +1 international calling code area.

1.12.8. The Contractor shall provide configuration diagrams to show access to E911 services, where available, through the local city or county emergency services organization. Lines shall utilize E911 and shall be routed externally to the El Paso Count Public Safety Answering Point. E911 Services include:

1.12.8.1. The Contractor shall ensure proper routing of E911 calls from USAFA to the local Public Service Answering Point (PSAP).

1.12.8.2. The Contractor shall provide its own internal database/web-based application that Government would use for making Private Switch/Automatic Location Identification (PS/ALI) updates.

1.12.8.3. E911 application portal shall have the ability to track call logs and/or provide trunk monitoring for internal and external, incoming and outgoing calls.

1.12.9. Government Emergency Telecommunications Service (GETS): GETS will be used in an emergency or crisis situation when the Public Switched Telephone Network (PSTN) is congested and the probability of completing a call over normal telecommunication means has significantly decreased. The Contractor must have NPA (710) in the switch to allow access to the GETS line assigned to a specific site. Authorized users are provided access to an emergency service by dialing 0/1+710-NXX-XXXX. The 710 NPA provides access to a tariffed service of the GETS interexchange carriers and the call is billed to the United States Government. The Contractor shall not provide 10-10 dial around for this Customer Service Authorization (CSA).

1.12.10. Interconnection Agreements, and Installation and Cutover Plans: In the event the award is made to a non-incumbent contractor, the incoming Contractor shall submit all Interconnection Agreements (IAs) as an addendum to the Government with their quote. The addendum is not included in the technical quote and no page limitations apply to this submittal. Additionally, if providing a quote as a Competitive Local Exchange Carrier (CLEC) for any and/or all services, provide documented evidence of IAs and/or leasing agreements relevant to this effort.

Cutover for this site is: 30 days. The Contractor shall develop an initial Installation and Cutover Plan for submittal to the Government with their technical quote. A final plan may be requested by the Government and shall be provided NLT five working days after contract award. This plan shall include installation of the initial required services for cutover of local CSA requirements, along with the recommended time frame to complete the cutover process. The Contractor shall coordinate deviations from the proposed installation plan with the Government POC prior to any work commencing in the affected area. The Contractor shall ensure that all circuits, equipment, and service provided by the incumbent, under the prior contract, are disconnected/discontinued upon successful cutover. At this point, the Contractor shall inform the Government POC that the previous provider’s equipment is no longer needed and may be removed by the previous provider. Any omissions or discrepancies in the installation/cutover plans do not relieve the Contractor of its responsibility to install, cutover, and perform all services identified in this requirement. It is the Contractor’s responsibility to resolve any issues associated with these efforts within a time agreed upon by the Government POC and the contractor.

1.12.11. Special Services: The Carrier, if providing a Customer Premise Equipment

(CPE) installed digital loop carrier system or other IP based CPE gateway system, Contractor shall provide the customer with IP, VLAN, routing protocols or other pertinent information to allow the customer to logically interface with the carrier system. The customer owned demarcation device will in most cases consist of an Edge Boundary Controller providing isolation and firewall services.

The vendor shall provide a 24/7 capability to monitor the IP connection to the customer gateway equipment and alert the customer to a link failure; the customer must also have the ability to reach the vendor’s network operations center on a 24/7 basis.

Note: The vendor-controlled CPE shall be vendor provided. The Edge Boundary Controller (EBC), if available, shall be Government provided.

1.12.12. Scheduled Outages: The Contractor shall notify the 10 CS Communication Focal

Point (CFP) at 719-333-4357 of any scheduled outage that will affect any telecommunication service. The Contractor shall inform the CFP no later than (NLT) 14 days prior to the scheduled outage. The Contractor shall provide a detailed explanation for the outage to include the amount of downtime and end users affected. Such outages shall be scheduled to minimize inconvenience to users. The Government must release all affected equipment and circuits prior to any service disruption. The Contractor shall follow procedures identified below for outages. In all cases, notification shall include:

1.12.13. Unscheduled Outages: If primary trunks, or cables/fibers are impacted, the

Government POC shall assign the category of the outage and establish the repair priority. The Contractor shall notify the CFP verbally of problem(s).

1.12.14. Outage Procedures: The Contractor shall follow procedures identified below for outages. In all cases, notification shall include:

1.12.14.1. Reason for interruption;

1.12.14.2. Duration;

1.12.14.3. Start and stop times;

1.12.14.4. Affected equipment, lines, and buildings; and

1.12.14.5. Restoration action (what service was impacted and how service was restored)

1.12.15. Telecommunications Services Priority (TSP) and Restoral Priority List (RPL): In the event of loss or degradation of services, the Contractor shall develop and maintain a TSP and RSP to address all catastrophic, emergency, and routine maintenance outages.

Space is available for relay rack(s) for Contractor equipment in the demarcation point.

3.1.1. Bldg (B) 1054, Comm Room – 5 Rack Unit (RU) (for North Diverse Route)

3.1.1.1. The incumbent vendor currently utilizes approx. 5RUs on rack for fiber-optic panel termination, and to patch between vendor owned/provided fiber-optic cable to Government owned/provided fiber.

3.1.2. B1054 to B4199 - 2 strands of Switch Module (SM) fiber cable on JV-144 fiber cable (for North Diverse Route)

3.1.2.1. The incumbent vendor currently utilizes 2 strands of government provided SM fiber-optic cable, to deliver circuits to B 4199

3.1.3. B5130 to B4199, Switch Room - 5 RUs on Rack D04 (for South Diverse Route)

3.1.3.1. The incumbent vendor currently utilizes 2 strands of government provided SM fiber-optic cable, to deliver circuits to B 4199

3.1.4. The Government will provide sufficient environmental controls to maintain humidity and temperature within the Contractor’s equipment operating specifications. In addition, the Government will provide primary and emergency conditioned power sources to operate the Contractor’s equipment within manufacturer’s specifications.
