All installation work must be performed by a North Dakota-licensed electrician and must comply with 49 U.S.C. §§ 40103 and 44718, 14 CFR Part 77, ICC, NEC, NFPA 70, and NEMA standards. Contractor must provide five business days' advance written notice, coordinate work during 7:30 a.m. to 4:00 p.m. weekday hours, and obtain Entry Authorization List processing (30-day standard processing time) requiring REAL ID-compliant identification and complete employee information. All materials must be new commercial products; second-hand items are prohibited. Equipment carries a 12-month guarantee from acceptance.

The NAICS code is 423610, Electrical Apparatus and Equipment Merchant Wholesalers, with a 200-employee size standard. Award is firm-fixed-price on a best-value basis evaluating technical capability (pass/fail), price, and past performance as approximately equal non-price factors. Questions are due September 21, 2026 at 4:30 p.m. CST. Funds are not presently available; government obligation is contingent upon appropriated fund availability.
