Q&A Document for Solicitation FA4528-26-Q-TC-0001 CAO: 21 September 2026 Q1: The provided specifications identify the top beacon lamp as 120/130V, 620W, PS40, P40S Mogul Pre-Focus base, 11,200 lumens, with an 8,000-hour rated life. Our review of commercially available 620W PS40/P40S aviation beacon lamps indicates a typical rated life of approximately 3,000 hours. Please confirm whether the 8,000-hour rated-life requirement is correct, or whether a 620W PS40/P40S aviation beacon lamp meeting the remaining stated characteristics and compatible with the existing beacon assembly is acceptable A1: 8,000 hours is preferred, but 3,000 hours is acceptable.

Q2: Please provide, if available, the manufacturer and part/model number of the existing top beacon lamp and beacon assembly at the affected tower locations. PWS requires replacement bulbs to be the same make and type as the existing bulbs or an approved equal.

A2: Current manufacturer and model number unknown. Bulb information was provided with the solicitation.

Q3: For the six warning-light fixtures identified under CLIN 0003, please provide the manufacturer, model/part number, voltage, and fixture configuration of the existing fixtures, if available. If this information is not available, please confirm whether an FAA-compliant L-810 obstruction-light fixture meeting the applicable electrical and installation requirements will be considered an approved equal.

A3: The items listed in CLIN 0003 are estimated quantities of fixtures needing replacement. As such, the location and technical specifications are not available as they may vary throughout the project.

Q4: Please identify which tower locations require the six warning-light fixture replacements under CLIN 0003 and the quantity to be replaced at each location. The RFQ identifies six fixtures but does not identify their distribution among the eleven tower locations.

A4: The items listed in CLIN 0003 are estimated quantities of fixtures needing replacement. As such, the location and technical specifications are not available as they may vary throughout the project.

Q5: Please confirm the quantity and type of bulbs to be replaced at each of the eleven tower locations, including the number of top beacon lamps and leg/obstruction lamps at each site. The RFQ identifies a total quantity of 33 bulbs under CLIN 0001.

A5: All towers have one beacon light at the top of the tower and two lights near the midpoint. Bulb information was provided with the solicitation.

Q6: The solicitation requires product literature or salient characteristics for each unique item to demonstrate technical compliance. Please confirm whether an offeror may demonstrate compliance using the Government-provided salient characteristics where the existing manufacturer/model is not identified, with the exact manufacturer/model and product data submitted for CO/COR approval prior to installation. The PWS establishes a post-award submittal process requiring contractor-supplied items and manufacturer product data to be submitted for approval before installation.

A6: For any quoted item being proposed to the Government, the contractor shall provide the salient characteristics of the proposed item to fulfill the Governments requirement, the contractor must provide some form of proof that the quoted item will fulfill the specifications outlined within the salient characteristics. The Post award submittal process strictly regards CLIN 0002 IAW PWS 2.2 Once broken or non-functional items are identified the contractor shall provide the Contracting Officer a quote for the item needing replacement. For the required items needing replaced, the Contractor must comply with the recommendations of the manufacturer. The Contractor is responsible for obtaining the manufacturer specifications. If the manufacturer specifications are not available, the Contractor shall adhere to the following order of precedence (higher to lower): contents of this PWS, Original Equipment Manufacturer (OEM) requirements, and industry standards. The Contractor shall perform preventative maintenance and will be responsible for the repair and replacement of all worn or failed components and parts.

Q7: Please clarify the intended pricing treatment for CLIN 0002. The PWS states that preventative maintenance includes minor items such as reattaching conduit or repairing a broken junction box, while identified items requiring replacement are to be quoted to the Contracting Officer and may be authorized through a modification. Please confirm that replacement parts and additional repair work beyond the specified bulb/fixture replacement are not required to be included in the offeror's base fixed price unless specifically identified in the PWS.

A7: CLIN 0002 will remain unpriced during the solicitation. After award the contractor will identify items strictly outlined within the PWS and necessary to the success of the Governments LMR Tower bulb replacement. IAW PWS 2.2 Once broken or non-functional items are identified the contractor shall provide the Contracting Officer a quote for the item needing replacement. Additionally in PWS 2.2: For the required items needing replaced When Additional In-Scope Work is required, the CO may issue a modification (Standard Form 30) to the contract using the preventative maintenance CLIN 0002. When the item needing replaced is deemed work within scope of the requirement, a funding modification will be issued and work shall be performed to replace and or repair the item.

Q8: The PWS states that all installation must be performed by an electrician licensed in the State of North Dakota. Please clarify whether the licensed electrician must personally perform all tower climbing and bulb/fixture replacement activities, or whether qualified tower technicians may perform tower-climbing and mechanical replacement activities under the direction/supervision of the North Dakota-licensed electrician, with the licensed electrician performing or overseeing the applicable electrical installation work.

A8: The licensed electrician requirement does not apply to bulb replacement and globe cleaning. All other electrical work must be performed by a licensed electrician.

Q9: Please provide or confirm the anticipated period of performance and required completion timeframe following Notice to Proceed/authorization to begin work, taking into consideration the PWS requirement for EAL processing and coordination of MAF work. The PWS states that EAL processing may take 30 days and requires coordination with the CO a minimum of 60 days in advance of proposed MAF work.

A9: 100 days

Q10: Attachment 2 is titled Snow Pusher and references solicitation FA4528-26-Q-AS-002 rather than FA4528-26-Q-TC-0001. Its total formula also appears to include only CLIN 0003 and excludes CLIN 0001. Will the Government issue a corrected price schedule, or should offerors correct the title, solicitation number, and total formula while retaining the existing line-item format?

A10: Amendment fixing the outlined issues with the price schedule have been updated along with this Question and Answer document.

Q11: Please provide the location and quantity breakdown for the 33 lamps, identifying the number of top-beacon and leg-light lamps required at each of the 11 towers.

A11: All towers have one beacon light at the top of the tower and two lights near the midpoint.

Q12: The lamp schedule lists the top-beacon voltage as "120/130." Please confirm the required operating voltage and provide the existing lamp manufacturer and model number, if available.

A12: 120 volts. Existing make/model unknown.

Q13: Please identify the six fixtures to be replaced, including their tower locations, mounting elevations, existing manufacturer/model numbers, input voltage, fixture type, lens color, controller compatibility, and required FAA lighting classification.

A13: The items listed in CLIN 0003 are estimated quantities of fixtures needing replacement. As such, the location and technical specifications are not available as they may vary throughout the project.

Q14: Are all six fixtures known replacements included in the base scope, or are they to be replaced only if field inspection determines that replacement is required?

A14: Replacement need is based on field inspection.

Q15: Will the Government provide existing tower-lighting drawings, photographs, controller information, and fixture details before quotations are due, or should offerors carry an allowance based on the available information?

A15: Some example MAF tower photos are provided. There are no available photos for fixtures, controllers, or equipment nameplates.

Q16: PWS paragraph 5.2.5.1 requires installation by an electrician licensed in North Dakota. Does this requirement apply to all bulb-replacement and globe-cleaning operations, or specifically to fixture replacement, wiring, and other electrical installation work?

A16: This requirement does not apply to bulb replacement and globe cleaning. All other electrical work must be performed by a licensed electrician.

Q17: Please clarify the intended pricing and authorization process for unpriced CLIN 0002. Should offerors leave this CLIN blank and submit individual repair quotations after deficiencies are identified, with work authorized through a contract modification?

A17: Offerors should leave CLIN 0002 blank during the solicitation process and submit individual repair quotations after deficiencies are identified, with work authorized through a contract modification to add necessary funds to complete the work.

Q18: What is the required period of performance or completion period following notice to proceed?

A18: 100 days

Q19: Will the Air Force place the lighting systems in a safe de-energized condition, coordinate any required outage or aviation notification, and provide access to controllers and disconnects, or must the contractor include those responsibilities?

A19: This is the responsibility of the KTR.

Q20: Are the existing safety-climb systems certified and available for contractor use on all towers? Please identify any known access, structural, lighting-system, or safety-climb deficiencies that may affect climbing or performance.

A20: The government does not have safety-climb systems available for KTR use.

Q21: Will one Government escort be available to accompany the contractor between sites for the full authorized workday, and may multiple towers be scheduled consecutively to reduce repeated access processing?

A21: Government escorts will be provided for the duration of the workday, as outlined in the PWS. Unsure what second half of the question is asking; the EAL will be valid for the duration of the project.

Q22: Item 002- This one is impossible to price due to unknown parts needed. Note that most manufacturers of incandescent FAA tower lighting equipment have ceased providing complete fixtures and also parts several years ago. If a part was needed and if it could eventually be sourced, it would require one or more costly crew mobilizations.

A22: As stated in Answers 7 and 17. The intent of this CLIN is post award identification of parts needing to be repaired by the winning contractor. Once parts are deemed to be work within scope of the contract then a funding modification against CLIN 0002 will be issued to complete the necessary work.

Q23: Item 003- Basically the same issues as with Item 002. If all the additional mobilizations and time is calculated, it may be more economical to provide new FAA Red LED systems. Another option would be to replace with FAA-D or E systems. An FAA D-system flashes white during daytime and very reduced intensity at night time. The FAA E system flashes the same white daytime color but changes to red at night. These systems do not require towers to be painted so depending on paint condition, the complete system price is typically similar to a single paint job.

A23: Noted.

Q24: Please confirm the towers are now painted. If the towers have not been painted within the last few years, they may not be compliant with FAA fade margins now.

A24: Paint is not included in this project.

Q25: What are the tower heights throughout the system?

A25: Tower heights are listed in the table in paragraph 1.2 of the PWS.

Q26: Will it be possible to extend the bid opening date so these items can be addressed?

A26: An amendment will be issued extending the solicitation

Q27: Is tower climbing required for all locations?

A27: Yes

Q28: Are there any RF shutdown, escort, base-access, or special safety requirements?

A28: Shutdown requirements must be coordinated with 5 CS prior to performing work on the towers; 5 CS contact info will be provided at contract award. Security requirements are addressed in PWS Section 4. Safety requirements are addressed in PWS Section 5.

Q29: Can bucket trucks/manlifts be used where accessible?

A29: No.

Q30: What testing or inspection is required after replacement?

A30: KTR shall troubleshoot and make appropriate repairs to warning lights that do not light up after replacement. Any lights that remain inoperable after trouble shooting will be identified and reported to the Contracting Officer.

Q31: could you please provide current photos of the towers, fixtures, controllers, and equipment nameplates?

A31: Some example MAF tower photos are provided. There are no available photos for fixtures, controllers, or equipment nameplates.
