About this opportunity

The U.S. Army Corps of Engineers, Walla Walla District, is soliciting offers for the procurement of six Baldor Reliance brand 5 horsepower submersible motors (part number SUM70506) to support maintenance of the Submersible Traveling Screens (STS) Fish Screen system at Lower Monumental Lock and Dam. These motors are critical components for diverting fish from turbine intakes into juvenile passage systems to reduce fish mortality and descaling rates. The solicitation requires that motors meet specific technical specifications including 1200 RPM operation at 460 volts, 60 Hz, Design B Frame Size 180TY with Class F insulation, carbon ceramic seals, and double sealed bearings manufactured in accordance with NEMA MG-1 standards. Each motor must be accompanied by factory test results documentation and a comprehensive Operation and Maintenance Manual. The firm fixed-price contracting approach will be evaluated based on price analysis conducted through comparison of proposed prices in response to the solicitation, with the offer due date of March 13, 2026, at 12:00 PM local time. The contracting officer is Kristin Kreutzer, and inquiries should be directed to 509-527-7010 or kristin.n.kreutzer@usace.army.mil.

This solicitation is set aside as a 100 percent Women-Owned Small Business (WOSB) contract under NAICS code 335312 with a size standard of 1,250 employees. Previous procurement history indicates that the Army Corps of Engineers has purchased similar motors from contractors including K5 Defense LLC, FSR Consulting LLC, and Kipper Tool Co., with historical prices ranging from $25,778 to $60,948, though the current estimated contract value is approximately $54,054 for all six motors at an estimated unit price of $9,000 each. All motors must be delivered within 18 weeks of contract award in a single shipment FOB to Lower Monumental Lock and Dam, located at 5520 Devils Canyon Road, Kahlotus, Washington 99335. Deliveries are restricted to Monday through Thursday between 7:00 a.m. and 4:00 p.m., excluding Federal Holidays.
