FAR Part 13 Justification and Approval Simplified Procedures for Certain Commercial Items

1. Requiring Activity: U.S. Army Corps of Engineers (USACE), Walla Walla District (NWW), Lower Monumental Lock and Dam, 5520 Devils Canyon Road, Kahlotus, WA 99335.

2. Contracting Activity: U.S. Army Corps of Engineers (USACE), Walla Walla District (CENWW-CT), 201 North 3rd Avenue, Walla Walla, WA 99362.

3. Description of Action: Request approval to award a new $54,000 Firm-Fixed-Price (FFP) supply contract for Baldor Reliance submersible motors for Submersible Traveling Screens (STS) Fish Screen maintenance at Lower Monumental Lock & Dam.

All items must be delivered within 18 weeks of contract award. This contract will be fully funded by Operations and Maintenance (O&M) funding.

4. Description of Supplies/Services: Lower Monumental’ s (LMA) six STS Fish Screens require Baldor Reliance brand Submersible Motors (part# SUM70506) to maintain component availability with an on-hand warehouse stock in the event of failures.

6. Reason for Authority Cited:

a. Background: The six STS Fish screens divert fish from turbine intakes and into juvenile passage systems to reduce descaling and mortality rates on fish. The existing motors that run the fish screens were originally designed with a non-standard housing that mates correctly with the existing speed reducers that are structurally installed on the STS screens. The existing motors are Baldor Reliance brand, part #SUM70506. The motor housing must be of the correct diameter, or it will not fit into the mounting location.

b. Alternatives: Only the brand name product is compatible with the STS fish screens and no other product could be made to work without significant cost and modification to the existing system.

c. Impact if not approved: If this justification is disapproved, Lower Monumental

Dam will not have replacement motors to maintain fully functional STS Fish screens.

Use of any other brand of motor would require that the structural frame of the STS be modified to accommodate a motor that is not completely compatible. This structural frame modification would require engineering design, fabrication, and installation on all six STS units. The overall cost for this modification would be approximately $102,631 for all six STS units. Also, since the STS motors are replaced during maintenance about every four years, this expense would be incurred every four years due to the need to modify the frame every time a new type of motor is installed. Using the brand name motors would save approximately $48,577 and would require less time and money for replacement and installation.

7. Efforts to Obtain Competition: The Government has confirmed via market research on 20 February 2026, that there are multiple small business vendors able to meet procurement needs for STS submersible motors. An internet search for the part number shows multiple vendors, as did an SBA Quick Market Search of the NAICS.

The items required in the technical specifications are essential to the Government’s requirements, and other companies’ similar products do not meet, or cannot be modified to meet, the agency’s needs. The Contracting Officer will publish the notices required by FAR 5.201 and any quotes received will be considered.

8. Actions to Increase Competition: The Government will synopsize this contract action on SAM.GOV to improve small business access to acquisition information and enhance competition.

9. Market Research: Market research was conducted on 20 February 2026, in accordance with FAR Part 10 and indicates other companies offer similar submersible motors, but they do not meet, or cannot be modified to meet, the agency’s needs. An internet search demonstrates there are multiple vendors for Baldor Reliance Motors and an SBA Quick Market search shows there is adequate competition among small businesses for Baldor Reliance brand-name motors.
