About this opportunity
The Federal Bureau of Prisons Field Acquisition Office seeks a qualified contractor to provide liquid sanitary disposal and grease pumping services at the Federal Correctional Institution (FCI), Federal Prison Camp (FPC), and Mesa Housing Unit in Phoenix, Arizona. The contractor must furnish all labor, supplies, and materials necessary to remove liquid sanitary waste from six designated locations at varying frequencies throughout the contract period. Key requirements include compliance with strict security protocols, including NCIC background checks for all personnel, adherence to institutional security policies, appropriate work attire (excluding green or khaki clothing), and the use of personal protective equipment. The government will evaluate responses based on market research questionnaire submissions that assess business size, service capabilities, insurance requirements, small business program eligibility, and operational readiness. Potential contractors must submit responses to abradley1@bop.gov by 10:00 AM EST on December 23, 2025, and all service providers will be required to undergo security clearance investigations that may take 30 calendar days or longer.
This opportunity is designated as a Total Small Business set-aside, limiting competition to qualified small businesses within the waste collection industry (NAICS 562119, $12.5 million annual revenue threshold). The contract will be structured as a Firm-Fixed-Price Indefinite-Delivery/Indefinite-Quantity (FFP IDIQ) agreement with a one-year base period plus four one-year option periods. Service requirements include weekly removal of 1,200 gallons from the Wastewater Treatment Plant headworks (52 times annually), quarterly removal of 500 gallons from WWTP effluent pumps (4 times annually), weekly removal of 500 gallons from the FPC lift-station (52 times annually), quarterly removal of 6,000 gallons from the FCI food service grease trap (4 times annually), and annual removal of 2,500 gallons each from the Mesa Housing Unit and FPC food service grease traps. Contractors must be registered in the System for Award Management (SAM) and capable of performing work during normal business hours of 6:00 AM to 2:00 PM, Monday through Friday, excluding federal holidays, with the FBOP providing escorts and site access during scheduled pumping times.
